Problem of filling PD/DPD positions - problem of qualifications SMS/BTM salary is very low.
Qualifications may be relaxed with the approval of IDWG Resort to Selection Mode from next lower rank

Higher salary being proposed during 12th Plan

Service Charges and Service Tax not provided in Cafeteria No provision of Service Tax in the Cafeteria Amount of Rs 4000 very low for FFs

Savings under contingency & operation expenditure as already laid in the Guidelines; Service Tax is a statutory due and must be paid from savings

Suggestions on Funds Release


Release of funds in 3 or more instalments delays activities and hinders payment of salary.
GOI should release of funds in two installments as per Guidelines

RKVY funds to be utilized for extension activities on gap filling mode.


Use it for incremental needs for permitted activities

Funding to be linked to use of Electronic Monitoring System (EMS)


States need to organise refresh trainings through NIC

States share in the Farmers Friend which is 50% may be reduced to 10% as in other activities.
GOI may take up the issue during 12th Plan

Interference from different quarters in selection of FACs

National Level Farmers Advisory Committee, which may emanate from the SFACs

States may finalise the SFACs on priority

Public-Private-Partnership (PPP)

Progress under PPP not encouraging in most of the States


PPP being confused with outsourcing of extension work to NGO/PVT sector True PPP mode has to have clearly defined contributions from both the public and Private partners Private partners shouldnot take undue advantage of PPP in promoting their own products PPP arrangements may be finalised through a transparent bidding process wherever there is more demand

Cost norms of different GOI schemes for training/demonstration vary.
GOI may rationalize the same during 12th Plan

ATIC-KVK-ATMA interface at State level may be held at regular intervals


ICAR is bringing out its Research- Extension policy; Any such policy should be brought out in consultation with DAC

Proactive involvement of SLC/ DLCs in content creation and review of programmes

telecast/broadcast by DD/AIR. Regular meetings are not being held in the States
except for Punjab, Karnataka & Andhra Pradesh.
If Secretary/ APC are not able to conduct the meeting regularly, meeting may be conducted at Directors level.

Use of DD and AIR to disseminate messages / advisories to the farmers to cope up with emergent issues.
A Nodal Officer for linking the development Departments with DD/ AIR to be nominated by each State.

The annual ceiling in the cafeteria for CRS is uniform for all states ( Rs.54 lakh). This is not sufficient for bigger states.
The ceiling may be consistent with the size of the state. States may project their requirements in this regard, so that suitable approvals could be taken by GOI.

Some applications directly sent by the States are pending with I&B Ministry.
All the applications are to be routed through DAC, so that DAC can take up the matter with I&B. Ministry.

Issues and Suggestions


Call flow in the States needs to improve. New arrangements with IKSL offering higher technology options being implemented. States to provide full support.

Ownership by the States. As far as possible KCCs are to be located close to SAU/ State establishments. States having their own call centres may be converged with KCC for uniformity and better serices to farmers Latest version of guide books to be provided to the KCC agents. Training and Capacity building of KCC agents by States Updating of KKMS database by SAUs NARP Zone-wise

Implementation of Modified Approach

States to implement revised KCC mechanism as per circular dated 7.4.2011 States to closely involve in selection process of KCC agents.

A roster of experts to be deputed at weekly/ fortnightly intervals


for responding to farmers calls at KCC in conference mode. The roster may be shared with respective KCCs.

States find no role in ACABC scheme.
The revised scheme has enough provisions for state involvement in selection of NTIs, candidates, monitoring/surprise inspections and using ACABC for extension delivery/ distribution of inputs under different schemes. States desirous of implementing the scheme may do it through respective SAMETIs for which funding would be channelized through MANAGE.
