Academic or Scientific Research and Publishing and Higher and Professional Education have traditionally been considered as Knowledge Industries. Software Development and IT Enabled Industries are also put under Knowledge Industries, for the absence of sound scientific theories and tools to distinguish between Knowledge and Information or Data, including their structure, presentation, communication and building blocs. Even in the higher levels of academic or scientific discussions, Information is considered as Knowledge and IT an integral part of Knowledge Industries, though, IT is concerned with Processing and Manipulation of Data and Information. Traditionally Knowledge is treated as a stock by the philosophers and librarians and knowledge is embedded in print or digital form that can be converted into Information.

Treating Knowledge as a flow is the basis of the new approach, giving emphasis to the Dynamic nature of Knowledge. The building blocs of Dynamic Knowledge are concepts and knowledge become a flow when it is communicated in diverse forms from the Domain Knowledge Experts to the end users. The intermediaries are the new professionals of Knowledge Engineers, Knowledge Managers and Knowledge Workers or Technicians. Bringing out value added knowledge packages, services or solutions or even products as a business activity constitute Knowledge Industries that can augment the consumption and production of knowledge into several folds globally. Kerala offers wonderful opportunities for the development of Knowledge Industries and it can become a hub of knowledge industries globally.

Kerala, the Sothern State of India, is covered with green fields and mountains and pure water lakes for its prolonged rainy seasons. Thanks to the high density of population and environmental awareness of its people, Kerala is reluctant to go for pollution-making industrialization and intensive farm development. Kerala spends more money for education and health care than anything else for the sharp brain power, unending thirst for new skills, expertise and knowledge and health consciousness of its younger generation who prefer the service sector to agriculture or industrial sectors. Almost all households in Kerala can digitally be interconnected thanks to its extensive high speed fiber optic networks. The real wealth of Kerala is the Brain Power, Knowledge, Skills and Expertise of its people, including those who settled in other countries that have not yet been exploited so far. Kerala needs a New Development Model based on the Brain Power ,Skill, Knowledge and Expertise of its people rather than agriculture or industry.

The conventional development model is based on industrialization and intensive farming with limited role for the service sector. For the high density of population, anti-pollution drives of the people and the lack of sufficient land to spare for industries, agriculture or even infrastructure development, this development model is unsustainable for Kerala.

HUMAN RESOURCE-BASED DEVELOPMENT MODEL

By realizing the limitation of industrialization and farm development, Kerala has formulated a development model based on Education, Migration of Labor, Urbanization, Tourism and Software Export. For the tough competition in the global market, Kerala cannot relay too much on Labor Migration, Tourism and IT based Industries, especially Software Export, including Outsourcing.

The great promises made by Information Technology in 1990s have not yet been materialized other than flooding the world with too much scattered and fragmented data and information. Everybody is overloaded with fragmented and confusing data or information that have adversely affected the quality of Education, especially of Universities and Scientific Research, besides, National Economic Policies and Planning, Business Forecasting, Corporate Planning and Management . The present global economic crisis is an offspring of the wrong projections and miscalculations consequent on the too much reliance upon half-backed and confused Data or Information in stead of Wisdom and knowledge. The Global Economy is heading towards a stagnation with regard to Information Technology that will affect the employment opportunities, especially in Software Export and Outsourcing that are becoming highly competitive.

Computer and Information Technology have been designed for processing and handling linear and static Data or Information due to the fact that the very basis of IT is Algorithms built upon the Data Structure which is Linear and Static and the building blocs of Data are bits. On the other hand, the structure of Knowledge is Non-Linear and Dynamic and the building blocs of Knowledge are Concepts. That is the reason why; IT is not compatible for Processing and Handling Knowledge. Without using and generating strategic Knowledge, the Humanity is at great risk. It is time for the Humanity to devise a New Science or Technology to process and handle Knowledge that are scattered and unmanageable and to augment the Consumption and Production of Knowledge, the very basis of the survival and advancements of the Humanity.

A Stage has reached in which Kerala can no longer depend on the existing development model and it has to formulate a different model based on Knowledge and Brain Power. It demands of Making Kerala, A Global Learning, Knowledge Generating and Knowledge Processing and Repackaging Centre that necessitates the emergence of a Clean, Smart and Learning Friendly Kerala and thereby a Knowledge Insensitive Society. Knowmatics, a science and technology of knowledge processing originated in Kerala, offers wonderful opportunities for Kerala in these regards.

The greatest challenge for formulating a Development Model based on Knowledge and Brain Power is the absence of any model of transforming them into globally marketable products or services on a massive scale. The nature of Knowledge and Brain Power are non-linear and Dynamic, unlike Data and Information, there is a limitation for Information Technology to process, handle or manage Knowledge scattered into hundreds of Domains. The existing theories of Knowledge, developments in Cognitive Science and Artificial Intelligence do not have much use in transforming Knowledge and Brain Power into Tradable Products for Mass Consumption Globally.

After developing theoretical and methodological tools in measuring and categorizing Knowledge as a Product for Consumption and Production , as early as 1985, Mathew formulated two theories on Knowledge Consumption-Production Growth of both Individuals and the Society as a whole. They got published from Moscow by the USSR Academy of Sciences and later appeared into several languages and became an area for Doctoral Research. They have been treated as useful theories in Informatics, Linguistics, Cognitive Science and Knowledge Engineering besides augmenting Skill Acquisition and Scientific Productivity.

On the basis of a series of prolonged studies on the structure of diverse Domains of Knowledge and the Theoretical and Philosophical Foundations of Information Technology, Mathew propounded Knowmatics in 2005. It is aimed at processing and handling Knowledge and thereby developing Knowledge Industries, quite different from Information Technology or ICT Industries. He found that there exists a common structure for all Domains of Knowledge and the building blocs of Knowledge are concepts and that of information are bits. Knowmatics is founded on Mathews Theories of Knowledge Consumption-Production Growth published in 1985 from Moscow by the USSR Academy of Sciences.

With the publication of the paper, Knowmatics- A New Revolution in Higher Education, in the Journal of the World Universities Forum 4,1,2011:1-11 by Dr. Mathew jointly with Ranjit Mathew, the International community has been made aware of the untapped potentialities of Knowmatics in transforming Knowledge and Brain Power into marketable products for mass consumption. The paper was originally presented for the Fourth World Universities Forum held at Hong Kong, Jan.1416, 2011 and its video presentation has been posted in the YouTube. It has been nominated to the Finalists for the Intentional Award for Excellence.

For the business initiative of a major investment and business group, Mathew has been developing a Development Model and a Business Strategy making use of Knowmatics , transforming every household in Kerala into a Knowledge Processing Unit. It aims at commercially exploiting the untapped Knowledge and Brain Power of Kerala into Value-Added Knowledge Packages, Services and Solutions for the Global Market in Education, Practicing Professions, Scientific Research, Decision Making in Government, Private or Corporate Sectors and even the Common People. It offers thousands of income and employment generating opportunities in terms of several billions. The project involves several questions related to Intellectual Property Rights (IPR) for which initial steps have already been taken. Its success depends upon the ability of the rulers and the investors to capture the idea and facilitating its execution.

Knowledge is universal and free from language, culture, religion, ideology or even education and literacy. Knowledge is capable of empowering the masses. The very philosophy behind Knowmatics is making knowledge accessible and affordable to all, crossing the thick walls built by the Education Systems and Socio-Political- Cultural Systems ,so as to augment the knowledge consumption of the Humanity into several folds and thereby attain a quantum leap in human development. Knowmatics is capable of making the masses, even the illiterates, rich in knowledge and capable of putting knowledge into practice.

The international community has not yet fully realized the potentialities of Knowmatics. It is capable of making a Revolution in Knowledgizing the entire Humanity and transforming almost all Social Production Processes Knowledge Intensive besides Education, Scientific Research and Professional Practices. Knowledge, in all forms or types, including the traditional or indigenous Knowledge, scattered in millions of books and brains or memories of the living can be brought into a common digital system. Dr. Raju M. Mathew propounded Knowmatics, the Mathematics, Economics and Engineering of Knowledge in 2005 , founded upon his internationally acclaimed Theories of Knowledge ConsumptionProduction Growth that got published from Moscow by the USSR Academy of Sciences in 1985 and became an area for Doctoral Research in Skill Acquisition and Scientific productivity. His latest work, Knowmatics- A New Revolution in Higher Education jointly with Ranjit Mathew, published in the Journal of the World Universities Forum 4,1,2011:1-11, has been nominated as a Finalist for the International Award of Excellence. He has several works on the Global Economic Crisis, the Arab Spring, New Development Strategies and etc. that can be found in the net. Dr. Mathew also acknowledges the support that he is getting from Rani Raju, Global English School, Al Ain, UAE and Ranjit Mathew of the Random House Group, London for his works in Knowmatics.
