Yes there is an Action Plan which has

been adopted and signed by the Town Clerk and the Mayor.

ARE MEN AND WOMEN EQUALLY CONCERNED AND RESPONSIBLE FOR GENDER AND GBV? HOW ARE THEY INVOLVED?
CHINGOLA MUNICIPAL COUNCIL Both men and women are concerned and responsible

in that the Gender Committee consists of both male and female

Whenever we call for sensitization talks both males

and females are invited and participate

Cultural day is observed by both sexes Decisions and policies made are addressing needs of

both males and females.

Council is employing and sponsoring staffs for

training on a 50 % basis.

DOES THE COE HAVE DEDICATED RESOURCES, INCLUDING HUMAN AND FINANCIAL RESOURCES FOR GENDER MAINSTREAMING and GBV INITIATIVES? Chingola Municipal Council has dedicated both human and financial resources . We have a gender responsive budget and most of the activities are funded. We also have human resource (staffs) that are helping in the implementation of the action plan. We have also plans of holding a sports day and braii in order to fundraise and supplement the efforts of council

The council observed the cultural day and

managed to raise some funds and purchased some items that were donated to the prisons. Copperbelt Development Foundation is helping the council with resources and women clubs are the beneficiaries The stakeholders such as YWCA and Victim Support Unit are helping in terms of giving support during sensitization talks. The committee pay subscription fees and the money is used in the implementation of the action plan. CENTRE OF EXECELLENCE

MONITORING AND EVALUATION HOW DOES THE COE TRACK AND EVALUATE PROGRESS? HOW DOES THE COE TAKE CORRECTIVE ACTION WHERE NECESSARY?
CHINGOLA MUNICIPAL COUNCIL By holding meetings at least once in a month and report to council.

We work hand in hand with the district gender sub committee and victim support unit of the police to monitor the progress.

All executive members of the committee are fully involved in the implementation of all activities

WHAT RESULTS HAVE BEEN ACHIEVED IN YOUR COE COUNCIL?


CCHINGOLA MUNICIPAL COUNCIL Council has mainstreamed gender activities in its action plan

Council has come up with a gender responsive budget in its main budget and is yet to be approved by the ministry of local government housing.
Have managed to implement our planned activities for the year 2011 such as holding sensitization talks with employees on GBV, interacted with marketeers during the 16 days activism, managed to visit a school to talk about abuse of drugs and violence. Managed to hold a meeting on women in leadership and shared basic information on entrepreneurship. this targetd on women.

ACHIEVEMENTS CONT.
Managed to visit an orphanage and prison to donate various items and share a few ideas. There are more women sitting on council management

Managed to partner with victim support unit in order to coordinate and truck the progress on GBV.

Participated in the last years 16 days of GBV activism by carrying out a number of sensitization in schools, market places and other.
We have improved in terms of awarding contracts for provision of services in the council. women are also being considered so that we can empower them.

The council management managed to send two (2) female employees to go and attend the summit of women in leadership so as to encourage females to be assertive leaders Council has allocated land to department of social welfare for construction of a place of safety for the vulnerable children and women. Attended the local government association of zambia to share the experience with other councils

WHAT IMPACT CAN THE COE SHOW WITH REFERENCE TO THE 28 TARGETS OF THE SADC PROTOCOL ON GENDER AND DEVELOPMENT?

Governance representation and participation in decision making is both at management level and civic leaders is done by both males and females. Peace Building and Conflict Resolution was done by both males and females especially during the tripartite elections we had last year. A good number of women sat on that committee.

Empowerment of widows is being addressed by the council especially by ensuring that terminal benefits are paid and also in terms of award of contracts

It is important to have a gender responsive budget to address the issues of GBV and mainstreaming It is very import to partner with other institutions such as the victim support unit and the district gender Commitee to avoid the issue of dublication of activities. Communication and coordination among all Stakeholders is very important in issues of stopping GBV People are willing to be involved in the fight against GBV if you give them proper advice and knowledge. It is important to keep baseline data so that you can know how you are performing in terms of reducing GBV.
