BACKGROUND
Gender Links Committee Luanshya Municipal Council was formed in the year 2010 Luanshya Municipal Council has passed through various stages from signing of MOU to Monitoring and Evaluation.

LEVEL OF BUY IN INVOLVEMENT OF MANAGEMENT AND POLITICIANS


Management is actively involved both at planning and resource level for all Gender Based Activities Councilors who are politicians represent their communities at local level and are largely involved in the planning processes to ensure that Gender issue trickle down to the grass roots(Community) Luanshya Municipal Council has adopted the COE concept from initial Buy in involving political leadership, Management ,Action Plan formulation, implementation and Budgeting of Gender activities

GENDER AND GENDER BASED VIOLENCE ACTION PLAN


The COE for Luanshya Municipal Council has a Gender and Gender Based Violence Action Plan and is aligned to the planning frame work. The Statement of Commitment was signed in the year 2010 at a match past witnessed by Luanshya Trust School Pupils and Teachers, Members of Lions Club of Luanshya, FaithBased Organisation and Gender Links Local Government Representative.

GENDER AND GENDER BASED VIOLENCE CONCERNS AND RESPONSIBILITIES


This involves both Men and Women where problems in their homes are brought forward for counseling and help is rendered when need arise. Open fora are also held where both Male and Female employees bring out views on Gender and Gender Based Violence.

INSTITUITION RESOURCES (HUMAN AND FINANCIAL)


Council employees have been selected and each department is ably represented. Gender initiatives are pursued and also Gender Mainstreaming done by bringing issues on gender to the Gender Links Committee and finally Management. Financial allocation has been made as evidenced in the 2012 budget to carter for gender activities.

OTHER RESOURCE MOBILIZATION


Council has brought on board human resource from Ministry of Education, Zambia Police Service (Victim Support Unit),Social Welfare Department and NGOs. Council has identified IGAs (Walk,Braii etc) whose proceeds will go to gender based community activities e.g. sensitisation.

MONITORING AND EVALUATION


Council regularly hold meetings with stakeholders and this helps to determine whether cases on Gender Based Violence are reducing or not and thereafter strategise. The score of Luanshya Council Local Government scorecard is at 60%.

RESULTS ACHIEVED IN COE COUNCIL


Council is able to budget for gender activities Council gives equal opportunities for employment to both male and female and at times preference is given to females to maintain equal ratio.

IMPACT-TARGET OF THE SADCC PROTOCAL ACHIEVEMENT


Educating communities and raising awareness on the importance of equal representation in councils (ECZ). Empowering women councillors articulate women issues by inviting them to workshops and fora where women issues are being discussed e.g. grass clearing. Empowering and mobilising men on gender issues e.g. men are invited to participate in Women's Day celebration on 8th March of each year.

SUSTAINABILITY AND REPLICATION TO LOCAL COUNCILS


Sustainability is enhanced by continuous monitoring. Replication from district to local councils can be done through focal person within the district.

LESSON LEARNT IN THE PROCESS


To succeed in gender and gender based violence activities we need support from both male and female counterpart. Deliberate financial resource allocation is cardinal for gender based violence to enhance participation and meet the intended purposes. - By ensuring that both gender are brought on board in the implementation of gender policies and activities. - By allocating financial resource in the 2010 budget
