 The proper goal of investements in Health
Promotion Programms are not the maintenance of
programms per se, but the achivement of their
goals and proposals.
MMHE  To asses the achievement of MHP goals is
becaming a key question for policies adressed to
invest in sustainable NHP programms.
 Objective indicators about the functioning and
capacity of social systems in the field of MHP, may
be useful to asses the sustainability of MHP
prgramms.
 A systematic analysis of the context, or monitoring
the contextual factors might predict why some MHP
prgramms wither over time while others flourish
(WHO).

 The drivers of health lie outside the health


sector (Marmot 1999).

 Mental Health Policy analysis has
been quite scarcely developed or
even we could say that has not been
MMHE systematically developed with some
structural methodology.
 In general terms, we could mention
just few studies using policy analysis
methods, even in general health field.
 To do this kind of analysis dialogue,
wide participation and skilled
researchers are needed.
 Analytical skills and clear links
between research and policy should
be encouraged.

 Comparing outcomes of MHP policies
among diferent countries with some
common social framework, but with
diferent cultural, history and situations
could be very useful methodology to give
sure references to the administration.

 Plans: Existence of written plans about MHP, Part of a


more general plan. Quality and operativity of these plans
 Programms: Identify most relevant programms.
 Projects: Identify most relevant Projects
 Policy approach: Identify posible people or groups with a
policy approach to carry out programmes.
 Training: Identify some training programme about skills
in MHP planning or evaluation
 Research: Identify some research or institute for studies
in the field.

 Typologies may help to order the complexity
generated by cross county comparison and
different points in time and specific geographical
issues.
 This methodology could also help to understand
differences in planning and implementing good
practices and programms.
 The goal could be to map MHP policies in EU
using the template we have created.
