E-GOVERNANCE

CRITICAL SUCCESS FACTORS AND IMPACT ASSESSMENT RNCE

The Great Indian Railway Experience

Presented by Sunira Bassi

E-governance

is the use of information technology in governance. In other words, it is an exercise to convert government services into IT enabled services
means that government must be able to use IT extensively in all their functions.

PRS A E-GOVERNANCE FLAGSHIP

If we take stock of all e-governance initiatives kicked off so far, there are few success stories. One very successful IT implementation is the passenger reservation system by Indian Railways. Theres perhaps no other case where we can talk about e-governance on such a large and productive scale.

Perhaps the only long standing positive example of application

successfully of computers and information technology is the passenger reservation system in the Railways. I do not think
whether we have had any other similar comparable success on a large scale so that we can talk about e-governance in a meaningful way.
Valedictory Address delivered in the Second Round Table on IT in Governance

PRS- Fillip to IT usage in IR

Implementation of PRS provided: Quantum Upgrade in level of Customer Service Optimal utilisation of berths Real time availability of Accounting Reports Planning through MIS reports Better environment for employees Analysis of traffic pattern for better overall planning Saving on Manpower Eliminate possibilities of fraud

MASS VOLUME PASSENGER TRANSPORTATION SERVICES

Consists of the following Suburban traffic Ordinary passenger service Unreserved short distance travel This sector accounts for 95% of the passenger carried 66% of the PKM 47% of the passenger revenue Passengers of this category travel on an average 71 kms for every journey Earning per pkm is 18 paise and per passenger is Rs 13

Printed Card Tickets in use

15

Unreserved Ticketing System-UTS

The work load involved in printing , accounting and issuing tickets to this mega segment has been a difficult task
Tickets can be issued upto 3 days in advance
Indian railways introduced UTS to improve customer satisfaction, revenue generation, accounting, and reporting capabilities and reduce fraud
System is proposed to be extended progressively on all zonal railways

Indian railways have received the prestigious computer world honour 2004 for UTS that has improved customers travelling experience and provided operational efficiency
16

FREIGHT TRANSPORT BUSINESS

Accounts for nearly 70% of IRs revenue. Railways share approx 40% of national transportation market. In financial year 2003-04, Railways moved 557.39 m tonnes of originating revenue earning traffic with average lead-684 km. 38.65 million tonnes higher than previous years loading. Target - 590 m tonnes for 2004-05
