Review of ELL-Bilingual

Education Program

Problems:
 Every year the number of ELL students not
passing the MEAP increases
 The model used, the distribution of funding,
the bilingual classes, staff and administration
s not being used effectively
 Every year funds are used for English books
and computer systems which are not cost
effective
 The CALP level of ELL students stay the
same over the years
 The ELL students grades in Science,
mathematics, and computer classes is very
low.
 The funding received is not equally distributed
among the ELL school population
Plan of Action
 Test all ELL students to make sure they have
a real score reflecting their potential
 Develop a new English Language Center for
ELL CALP 1 and 2
 Improve and Expand Bilingual Science and
Bilingual Math classes
 Eliminate the Ellis Lab
 Identify cost effective ESL books and
materials
 Run an elementary, middle and high school
student report of breakdown by grade, math,
science and English final grades and plan
accordingly.
 Prevent students from passing from one
grade to another if the have E in science and
math
THE MODEL WE HAVE IS
NOT WORKING!!!
 Still ELL students are not passing the MEAP.
 Still ELL students are not learning English in
our district even when many of them have
been in the USA more than 5 yrs.
 We are spending more money every year in
training and software but very little progress is
shown in secondary school.
Questions to ask from Bilingual
Office - Franklin St
 How much money does each ELL-Bilingual-
Title 1, Title III, Union HS student generate?
 How much did Union High receive in the last
3 years for the large number of students we
have?
 How much is the per child money from the
bilingual office?
 Who decides what is spent, how it is spent
and where it is spent?
 Who decides how much bilingual, ESL staff is
to be contracted or is needed?
 How do we effectively test the language
competence of the bilingual teachers and
staff
New Teacher Requirements
 Excellent class management skills
 Fully bilingual (be able to speak, write
an essay in English and Spanish).
 Experience in the class subject and
level taught.
KCTC requirements and
referals in Spanish
 All ELL students will be trained of their
opportunities with KCTC
College Prep Program for All
Students
 Students will have a college prep center
available with all information about how
to apply for college entrance and
financial aid.
