Introduction to BNFE
Bureau of Non-Formal Education is a
government bureau responsible for providing jobs,
education, and opportunities to individuals who
have not received formal education. The Bureau is
located in Dhaka, Bangladesh. The Director
General of Bureau of Non-Formal Education is
Tapan Kumar Ghosh.
Historical Background
Directorate of Non-Formal Education was formed under
the Primary and Mass Education Division which was
established in August 1992. It was established for ensuring
Non formal Education to the 33.4 Million people of
Bangladesh during that time.

In 2005 the Directorate of Non-Formal Education was


replaced with present BUREAU OF NON FORMAL
EDUCATION [BNFE] earlier in 2003 GOB has concluded
the Directorate of Non-Formal Education[DNFE].

The BNFE has some functions from Total Literacy


movement which took place during 1996-2003.
Vision of BNFE

Ensuring education for all as mentioned in the


Constitution of Bangladesh to establish an
equal societal standard and make the citizens
capable for tackling the challenges of 21st
century by making them productive and
dutiful.
Mission of BNFE

Facilitating lifelong education, fundamental


literacy , vocational training and standard
education to improve the living standards of
children with special need, youth and
elderly people who all were deprived from
formal education thereby giving them
training about productive and life centric
activities.

Basic Literacy Project

Post Literacy and Continuing Education for Human
Development Program 1 [PLCEHD-1] Introduced in 1990-2000
Target group was adult males , females and drop out [Age group
11-45 yrs.]
From 2000 the target group was neo literate those who have
gone for 9 months of basic literacy program

Objectives:
1. Development of human resource
2. Include 1.36 Million neo literate
3. Include equal number of learners , completing post literacy
course
4. Involve target population in lifelong education program
5. Evolve national frame work of NFE and develop definition

Human Development Program 2 [PLCEHD-2]

Objectives:

1. To include neo literates in post literacy program


for sustaining their learning .
2. To provide technical training for improving
income and living standards.
3. To decline gender disparity and establishing
social equitability and empowering women.
Current projects
Basic literacy project: BLP
[64 districts]
Validity: February 2014- June 2018
Fully funded by Government of Bangladesh

Objective:
1. Provide basic literacy and life skill based education [age
group 14-45 yrs ]
2. Reducing Illiteracy from Bangladesh
3. Implementation of national Non-formal Education Policy
2006 & 2010
Implementation of
Projects
The projects was implemented through
Community Learning Center CLC and Non-
formal Resource Center NRC

How CLC works:


1. Include all government and Non government
organization and community to the CLC and run the
project
2. 1.5 Hours class regularly and Final assessment and
offer Certificate
3. Create extra earning opportunities and provide
training for self employment
4. Mobile library and daily Newspaper reading plan
5. Problem identification and conduct survey
How NRC Works
1. Making relationships with UNO , UP , CMC, UDC
2. Using computer in daily life.
3. Advertisement of sustainable non formal education
project
4. Union survey & resource mapping.
5. Conducting action research.
NGOs
BNFE mainly run by the government through it
collaborates with different NGOs and DONORs for
implementing and funding it’s projects .

In Bangladesh over 700 NGOs are actively in basic NFE


programs. There are many more NGOs not directly
involved in running NFE programs, but they provide
various types of social and financial support to schooling
and literacy. The support includes financial assistant to NFE
activities, preparing curricular materials and organizing
training programs for teacher and supervisor.

GOB uses the network and resources of different NGOs for


implementing NFE in Bangladesh . BRAC take the lead in
NGOs whether other major NGOs are PROSHIKA, Centre
for Mass Education and Science (CMES) and
Underprivileged Children Education Program (UCEP).
DONORS
The majority of international donors extend their
support to national NGOs through government
or BNFE. Donors also finance NFE programs of
the NGOs directly. International agency like
ADB, UNICEF, IDA, DFID, NORAD, USID, SIDA
etc. provide financial assistance to NGOs through
BNFE, while some local NGOs like BRAC,
PROSHIKA, Centre for Mass Education and
Science (CMES) and Underprivileged Children
Education Program (UCEP) etc. receive grants
directly from international donors.
Challenges
• Institutional and Organizational capacity building
• Establishment of an equivalence education
• Organizing and establishing linkages with other relevant
partners, NGOs and Institutions;
• Reluctance of Development Partners in supporting adult
literacy programs ;
• Lack of permanent NFE infrastructures at upazila level
Absence of permanent physical infrastructure of
Community Learning Centres at village/union/sub district
