WHY ARE WE HERE?
• The only landfill in the region that accepts external
household waste is Waste Management’s landfill in
Chatham County.
• The Republic Waste industrial landfill, also in Chatham
County, will likely close in 2024 and majority of their
volume will go the Waste Management landfill, further
reducing capacity.
• Based on the past 5 year growth rate of 14% and future
growth rates of waste received as well as the additional
waste from the Republic site, the Waste Management
landfill could be forced to close as soon as 2025 and
probably by 2027.
WHY ARE WE HERE?
• Coastal Georgia residents pay the
highest rates for garbage disposal in the
entire state. – more than 200% higher
than rest of the state due to lack of
competition (DCA report 2009)
• We can be successful at this location
due to its proximity of the waste
streams of Atlantic Waste’s operating
area. To truck this waste just 10 miles
further will cost $20,000,000 MORE
over the life of the facility.
WHY THIS SITE?
• We have extensively researched almost 30 different sites.
• This site meets all Georgia Environmental Protection Division criteria for
landfill siting as well as Screven County’s AG-3 Conditional Use Zoning and
Screven County’s Solid Waste Management Plan for landfill siting.
• It is strategically located for our future operations.
• It is a large site with great buffers and an abundance of clay and sand.
• This part of Screven County is not densely populated. The closest home to
the footprint is almost a mile away.
• There are no wetlands or streams close enough to be impacted.
• Highway 17 is very close to the site with significant existing truck traffic.
Additional truck traffic generated by the Green Meadows facility will be
only a fraction of the total truck traffic.

• This site has naturally occurring thick layers of clay.


• Water would have to flow uphill nearly a mile to reach the
closest well.
• Groundwater in the uppermost aquifer below us in
Screven County flows between 5 and 10 feet per year
meaning that in the unlikely event that a leak occurred it
would take hundreds of years, and then must flow up hill
to reach the closest wells, and those well must be shallow
water wells.

Is this site too close to the Plantation Airport?
• NO

• Distance from the end of the runway to our site property boundary is
approximately 17,500 feet, or 3.3 miles or direct path of runway.
• The "6 Mile Rule" does not apply to the proposed facility because the
airport does not meet ALL of the criteria set forth in 49 U.S.C. § 44718
(d) – it applies to commercial passenger airports only.
• Our facility would only be affected by the “5-mile Rule”, whereas Atlantic Waste
will be required to notify both Plantation Airpark and the FAA prior to the
issuance of a Georgia Solid Waste Handling Permit. Georgia EPD's "5 Mile Rule"
requires the owner/operator of a new Municipal Solid Waste Landfill or
expansion to notify both the affected airport (Plantation Airpark) and the Federal
Aviation Administration (FAA) if any public-use or private-use airport runway
end used by turbojet or piston-type aircraft is within five (5) miles of the facility's
property boundary. [Georgia Rule 391-3-4-.05-3]
How will the remainder of the site be managed?

• First of all, we will be surveying the site to address several


known environmental concerns, including the thousands of old
tires, a large trash pile and the condition of at least one of the
ponds.

• Our second goal will be to work with EPD and the Department
of Agriculture to determine if we can continue with active
agricultural use for the remaining 800+acres with a plan to
lease the use of the Dairy Farm to the current operator, and
other land to interested local farmers.

What will happen after the landfill is closed?

The landfill should last for 30 years based on 1000-1500 tons per day. At
the end of the 30 years the landfill will be capped with the liner and clay,
covered with additional soil and grassed.

A State Mandated Fund must be in place at all times to ensure that the
landfill could be closed at any time and maintained for 30 years.

As Part of Closure the landfill must and be capped properly and properly
monitored and maintained for 30 years after it is closed. It will return
back hay production and grazing as it is currently being used.

taxes.

Over the 30+ year estimated life, this equates to more than $80 Million
For the County government to generate this much revenue, it would have to
increase your property taxes from 13.5 mils to 19.5 mils. That would be a
40% increase to your County property taxes.
On property valued at $100,000 that would mean $240 per year, every year
in new additional taxes
