Introduction
 Prime Minister's Rural Roads Scheme is a nationwide
plan in India to provide good all weather road
connectivity to unconnected villages.
 This scheme was introduced on 25 December 2000 by
than prime minister Atal bihari Vajpayee.
 The PMGSY is under the authority of the Ministry of
Rural Department.
 This is fully sponsored by the central government.
Aims & Objectives
 The aim of PMGSY was to provide roads to all
villages
 1.)With a population of 1000 persons and above
by 2003.
 2.)With a population of 500 persons and above by
2007.
 3.)In hilly states,tribal and desert area villages
with a population more than 500 persons and
above by 2003

 Project implementation by the States/Uts :- SRRDA at the


state level and PUIs at districts level.
 NRRDA for National level for technical support to MoRD.

(PIU) , State level (SQMs) , National level ( NQMs).

Problems in PMGSY Projects

 Acquisition of Land
 Lack of coordination between central and state agencies
 Contracting capacity
 Use of appropriate technology
 Social and economic concerns
 Use of new technologies and materials
Solutions
 Land acquisitions bill for easy and fast acquisition of suitable land.
 Separate teams has been appointed at both levels centre as well as
state level for the better coordination.
 Committees has been set up at different levels to decide the
parameters for the contracting companies as per the levels of the
project.
 More focus is being paid to use manual labor instead of machines
especially after the introduction of MGNREGA.
 The technology is being very judiciously so as to make the projects
sustainable and environment friendly.
 Roads are not only connecting the far off places but also bridging
the faults of social and economic inequality.
A few practical problems &
Suggestions
 The procurement of the resources and the bidding for the contracts are
needed to be more transparent.
 The provisions the maximum labour intensive projects are needed to be
monitored regularly.
 The LWE ( left wing extremism) affected areas are needed to be
connected with the main stream in order address the socioeconomic
problems.
 The most prevalent problems of every government project is releasing
of funds is badly affected by the Corrupt bureaucratic culture. This can
be addressed through strict Social Audits and more involvement of the
Gram Panchayats.
 Maintenance of the rural roads is hardest job. Since PMGSY is a
centrally sponsored scheme state governments are very reluctant to
pay for the maintenance. Hence time to time maintenance is very
necessary for better assets management.
PMGSY-II
 Union cabinet approved PMGSY- ll on 1st. May 2013.
 Aims at consolidation of rural road networks , through upgradation
of ‘Through routs’ and ‘Major Link Routes ‘.
 Guidelines published and posted on the website.
 All States/Uts are eligible to participate in PMGSY-ll once they
substantially complete PMGSY works.
 DRRP is the basis of PMGSY-ll and not core Network.
 Centre state sharing is :- 75:25 [ in special areas 90:10 ]
 12th Five year plan period target - 50,000 km length under PMGSY-ll.
“Meri Sadak”
(a mobile app for PMGSY roads)
 Launched on 20th july 2015 by Minister of Rural
Development for citizen feedback for PMGSY roads.
 oThis app enables them to register their feedback related
to slow pace, abandoned works , poor quality of work,
and other categories.
