2 Rigs performance – January 2006

 Past 6 months HSE Actions – Drilling – (1/2)

• Ensured the transition from 1 to 3 Drilling Rigs

 Without increase in core staff personnel (Sanaa Office, HSE site)
 With Multi-Cultural Contractors (Yemeni, Chinese, American)
 With 75% new supervision (12 out of 16 are new to TEPY)
 No LTI…but 1 Fatality due to a road accident.

• Managed to achieve 870 days WO/LTI on HTC-3 rig

• Managed to drill the 2nd water well without LTI

 Due to the urgency to have a 2nd WW it was drilled with a “Delta” rig.
 Extremely poor equipment and incompetent personnel
 Huge effort from TEPY personnel.

3 Rigs performance – January 2006

 Past 6 months HSE Actions – Drilling – (2/2)
• Implemented strict measures & procedures for rig moves
• 2 MODUSPEC inspections of HTC-3 rig, 2 of ZPEB 906 Rig
• Lifting gear Color Coding & inspection in hands of DC
• Improved POB control (T-card system).
• Improved HSE inductions (coaching of DC HSE officers).
• Basic HSE training program on HTC-3 rig for HTC personnel.
• Improved Maintenance and inspection records system on HTC-3 rig.
• Installation of dedicated man-riding winch in HTC-3.
• Hired 2 Chinese / English interpreters for ZPEB 906 rig.
• Reclamation of old mud pits, locations restoration, thanks to Civil
Works team (DO/NP).
• Reviewed all personnel training needs to comply with Company
Rules.
• Monthly safety meetings in all rigs with Sana’a DO/F Participation.

4 Rigs performance – January 2006

 Past 6 months HSE Actions – Completion & WS
• 100% of Supervision team new to TEPY

• Continue working in Cooper 550 camp…

• Performed MODUSPEC inspection on Cooper 550

 HSE Actions for the next 6 months
• Arrival of dedicated OSL scheduled in April.
(Operation Safety Leader, compulsory for a 3 rig operation)

• Achieve to have a Bridging document with ZPEB

(ZPEB HSE Procedures need some improvement)

• Implement an HSE training program on ZPEB 906 rig

• Continue regular rig inspections

• Start implementation of training plan to improve compliance with

CR. All personnel, to follow basic training as identified in the HSE
matrix.
