NEED FOR EXPLORING DISSEMINATION
OF EXTENSION SERVICES
THROUGH NGO`s/
PRIVATE COMPANIES
Agriculture has scaled new heights by
becoming a highly technical profession in
terms of knowledge, skills and precision
inputs.
To day the major challenge is to achieve
the quantum jump in the productivity levels
by latest products and technologies
adopted by farmers through efficient
extension services.
Presently the agricultural extension is
limited to govt. system.
To meet out the upcoming challenges
in agriculture extension, strengthening
the extension services to farmers
through participation of Private
companies/N.G.O.`s is the need of an
hour.
ATMA Sangrur (Punjab) has made the
first venture to join hands with Private
companies/N.G.O.`s.
INITIATIVES TAKEN
A meeting for exploring the scope of participation
of Private Companies for strengthening the
agriculture extension services to the farmers on
mutually agreed terms and conditions was held
on 26.10.05 at Sangrur.

Representatives from Private companies


have participated in the meeting. Dr. J.P.
Singh Joint Director (NATP) from Ministry of
Agriculture and Co-operation, GOI, New Delhi
and Dr. M. N. Reddy Director Extension,
MANAGE,Hyderabad have also participated.
ACTION TAKEN AND ACHIEVEMENTS
OBJECTIVES AND MOU:
•Support for Government functionaries in
Agri-Extension.
•Soil testing and advisory services.
•Organizing Awareness Camps for
technology promotion.
•Organizing Animal Health check up
camps.
•Publication of Literature in regional
language.
•Promotion of Agri-Extension through IT at
F.I.A.C. established by ATMA at block level.
As follow up action M/s Chambal
Fertilizer and Chemicals Ltd. and M/s
Excel Crops Care Ltd. Submitted an
Action Plan for taking up activities on
cost sharing basis had submitted
their action plan which were
subsequently cleared by BTT,AMC
and ATMA Governing Board.
METHODOLOGY
Letter of Intent was issued by ATMA to M/s Chambal
Fertilizer and Chemicals Ltd. and M/s Excel Crops
Care Ltd. for execution of activities under PPP mode
on following terms and conditions.
 Cost sharing will be on 50 : 50 % basis
 Initially whole cost on execution of activities will
be beared by Private partner
On submission of detailed report along with the
original bills 50% amount will be reimbursed
 The Private partner will not display any un-
recommended products on any activity execution

BENEFITS
Fear of thinking the entry of Private Enterprise in the
Public Extension Domain under PPP as Grave yard for the
future existence of Public Extension system waned away
slowly.

Farmer`s access to the extension functionaries have


improved
 Reimbursement of expenditure claim for the activities
executed by Private partner instead of advancing the money
have increased the mutual faith of the partners.

Coming together at the common platform for


technology sharing and dissemination to the common
client have increased the level of mutual understanding
CONSTRAINTS:
oSlow waning away of fear of
thinking the entry of Private
Enterprise in the Public Extension
Domain under PPP as Grave yard for
the future of Public Extension
system.
oLow compatibility at initial stages
during the execution of the activities
under PPP with the Private
Enterprise.
FUTURE PROGRAMMES UNDER PPP:
COST SHARING, 50:50
REIUMBURSEMENT OF EXPDT. AFTER
ACTUAL EXECUTION OF ACTIVITIES.
 PROVIDING COMPUTER OPERATOR FOR
AGRI-EXTENSION THROUGH IT, 100 %
WAGES PAID BY PRIVATE PARTNERS.
PARTICIPATORY APPROACH FOR
INVOLVING MORE WOMEN.
