 Good governance requires, amongst other things, decisions
based on "sets of information" or knowledge, and recognition
of this information and knowledge by the decision makers
and people alike.

 Introduction of Digital Governance ensures that citizens can


participate in and influence decision-making processes which
affect them closely.

 Digitisation of this information and making it available on a


network which is accessible to all individuals opens up
possibilities for use of this information by everyone- paving
the way for Digital Governance or E-governance as it is more
popularly known.

Modern technology will have to be adopted to
complement traditional political, social processes to
solve the problems. Information & Communication
Technology can influence governance processes
possibly in 3 ways:
a) Technical Role
b) Supportive Role
c) Innovative Role
 In this aspect, the Union Government’s most ambitious
digital initiative of the government has been the launch of
MyGovt.in:
A portal aimed at ensuring citizen’s participation in
governance.
Launched in July 2014, the portal describes itself as a
platform that “brings the government closer to the
common man by creating an interface for healthy
exchange of ideas and views involving the common citizen
and experts with the ultimate goal to contribute to the
social and economic transformation of India.

The portal works through the blog and task forums by means of suggestions from
the public on draft legislation, for both policy formulation and policy implementation
and provides a platform for citizens to contribute ideas for meeting the

“Grand Challenges” that the government has identified,

such as “Swach Bharath Abhiyan”.

 Governance information will have more "value", when information is:
i. CUSTOMIZED : Is useful for my information needs
ii. TIMELY : Updated information is readily available when required
iii. TRUSTWORTHY : Is usable, and individuals/ institutions can be held
accountable for any wrong information provided.

Governments turning online are providing governance information along sectoral lines, for instance agriculture ministry,
water-resources ministry, etc.,

The working pattern of MyGov platforms are as follows:


 Recognition
 Implementation and
 Inclusion.
i) Participation and Empowerment: Encouraging citizens to participate directly in the governance,
a concept which is existing in many countries.

ii) Peoples’ Plan: It involves citizens’ nation-wide in finding solutions to problems, both national and
international, the e-governance administrators see the most innovative and feasible ones being recognised and
implemented.

 While the dramatic expansion of mobile networks has indeed connected the nation to an extent
unimaginable even a decade ago, digital inclusion is still very much WORK-IN-PROGRESS”.

Digital initiatives resonate with the urban middle classes, but have limited appeal in rural M.A.
communities.

1) Increases the "public value" of information being provided by the
governments.
2) More relevant government information is provided to each individual.
3) Seamless integration of digital with existing channels
4) Keeping things simple and driving digital take-up
5) Some of the services which will be provided through this desire effort
are Digital Locker, e-eduction, e-health, e-sign and nationwide
scholarship portal.
6) It will help in decreasing documentation.
7) Governments working with the broader eco-system, such as the private
sector.
8) Improved customer satisfaction. Automation and fewer interactions.

It is clear that digital transformation is likely to deliver significant net


economic benefits for governments and citizens.

 Apart from Swachh Abhiyan challenge,

 “Zero Call-Drop National Network.”

 To increase digital literacy in the country.

 Access to high quality broadband and at least a smart phone.

 We live in a world where Internet and cyber crime are inseparable enemies.

 To get the fruits of the Digital India initiative, there should be efficient inter-governmental coordination.

 The Digital India plan comes at a time when the debate of net neutrality has still not been resolved.

 National Optical Fibre networks, which is a very important facet to Digital India that ensures broadband
reaches every nook and corner of the country, needs to be accelerated so that optical fibre-reach to the
rural villages too.

 Many see this as a forum for lodging complaints or for stating the obvious, like
“call drops and poor network coverage in the forum on mobile phone
services”.
 There are some technical suggestions like “innovative ideas” which deserves
recognition and implementation.
 Moderated online discussions which enable more focussed interactions
might be more efficient at generating ideas than completely open forums.
CONCLUSION

 Electronic Governance models should try to reach those sections of the society
who have been bypassed and remained out of governance sphere due to high
transaction costs of accessing governance information.

 When Electronic Governance models are specifically designed to serve


information needs of these marginalized communities, they bring more number
of people into governance sphere and thereby increase the "public value" of
information being provided by the governments.
