COUNTDOWN

2
Come, Holy Spirit, Divine
Creator, true source of light and
fountain of wisdom! Pour forth
your brilliance upon my dense
intellect, dissipate the darkness
which covers me, that of sin and of
ignorance. Grant me a penetrating
mind to understand, a retentive
memory, method and ease in
learning, the lucidity to
comprehend, and abundant grace
in expressing myself. Guide the
beginning of my work, direct its
progress, and bring it to successful
completion. This I ask to the Holy
God the only Father to all
humanity, forever and ever. Amen.

NOT involve in LAWMAKING, which is
considered a sole function of CONGRESS.
In the question Singapore Police Force is

60
Take note…
There were quizzer and downloadable
materials in the internet whose answer
(suggested answer according to them) is
“C”… this is a deliberate and logically
wrong because patrol purpose is “visibility”
and the aim of visibility can be attained only
through “patrol”. The suggested answer is
redundant. Patrol and visibility as a term
may fall as two distinct activity. The correct
answer is police visibility program or if not

70
•OBLIGATION means something that must be
done as a legal duty;
•PERSPECTIVE means evaluation of situation

A crew which is assigned to
mobile car usually consists of
____________.
1.a driver and intelligence agent
2.a driver and a traffic man
3.a driver and a recorder
4.a driver recorder and supervisor

73
Again this question might create confusion
because there were downloadable materials and quizzers
which suggest that the answer is “D”. This is also
deliberate because since the founding of Patrol Car, most
of the patrol supervisor prefer that patrolling car must be
manned only by 1 officer.
Under this question, a supervisor does not
necessarily go with the mobile car (or patrol car). And a
recorder is not a necessary personnel in a patrol vehicle. In
the book of ORLANDO W. WILSON, the leading U.S.
Policeman who is the father of police professionalism
state that the primary purpose of mobile patrol is the safe
operation of their patrol vehicle through constant
observation of places and observation of traffic condition.
(Police Administration, 5th Ed., by O.W.Wilson et.al, page 551-552)

Under this circumstances, TRAFFIC PERSONNEL is a crew.

74
Finally…
A SUPERVISOR cannot be considered in
any manner as MOBILE PATROL CREW.
No supervisor might want to become a crew
of a patrol vehicle whom he is supervising.
In the case of recorder, almost all police
personnel are trained on this matter so that
a patrolman manning a car can do the
works of RECORDING matters being
observed.

Difference between wiretapping and bugging
(and eavesdropping)
WIRETAPPING is an act or instance of tapping telephone or
telegraph wires for evidence or to obtain information. A form of
electronic eavesdropping accomplished by seizing or
overhearing communications by means of a concealed recording
or listening device connected to the transmission line. (American
Law Encyclopaedia)
BUGGING is s covert listening device, more commonly known
as a bug or a wire, is usually a combination of a miniature radio
transmitter with a microphone. The use of bugs, called bugging,
is a common technique in surveillance, espionage and in police
investigations. (Wikipedia) No hi-tech equipment is needed here,
even cellular phone can be used for this purpose.
EAVESDROPPING on the other hand is the act of secretly
listening to the private conversation of others without their
consent. (Black's Law Dictionary) Literally means dropping of an
EAR, this is commonly done on walls, door, windows or even
placing a secret microphone to the subject. Wiretapping is a kind
of eavesdropping. 211

•A covert listening device, more commonly known as
a bug or a wire, is usually a combination of a miniature
radio transmitter with a microphone. The use of bugs,
called BUGGING, is a common technique in
surveillance, espionage and in police investigations.
•A bug does not have to be a device specifically
designed for the purpose of eavesdropping. For
instance, with the right equipment, it is possible to
remotely activate the microphone of cellular phones,
even when a call is not being made, to listen to
conversations in the vicinity of the phone.
EAVESDROPPING in other word can be natural or
highly technical. Natural if you bore a hole in the wall to
listen, highly technical if the method is wiretapping were
knowledge in electronic is needed. When recorded this
is already WIRETAPPING and is sanctioned by the law.
Lawful wiretapping is called LAWFUL
INTECRCEPTION. 219

•The principle underlying behind this is that the
government must show that he is powerful but
not oppressive. A show of force may even
suppress and intimidate or even neutralize an
unruly group. As legitimate arms of the
government it has to SHOW ITS POWER in
maintaining law and order

•avoid appearing as an alien, present the image of
restraint and well-disciplined force
•tactics to calm not to excite the situation
» use only the minimum force necessary to accomplish the
mission
» arm the troops with rattan, stick and handcuff

•During violent stage
 police should stand their ground
 use respected community leaders to persuade the demonstrators and

3.Response
4.Scanning

279
The SARA Model: A commonly used problem-solving method is the SARA model (Scanning, Analysis, Response
and Assessment). The SARA model contains the following elements:

Scanning:
Identifying recurring problems of concern to the public and the police; Identifying the consequences of the problem
for the community and the police; Prioritizing those problems; Developing broad goals; Confirming that the problems
exist; Determining how frequently the problem occurs and how long it has been taking place; Selecting problems for
closer examination.

Analysis:
Identifying and understanding the events and conditions that precede and accompany the problem; Identifying
relevant data to be collected; Researching what is known about the problem type; Taking inventory of how the
problem is currently addressed and the strengths and limitations of the current response; Narrowing the scope of
the problem as specifically as possible; Identifying a variety of resources that may be of assistance in developing a
deeper understanding of the problem; Developing a working hypothesis about why the problem is occurring.

Response:
Brainstorming for new interventions; Searching for what other communities with similar problems have done;
Choosing among the alternative interventions; Outlining a response plan and identifying responsible parties; Stating
the specific objectives for the response plan; Carrying out the planned activities.

Assessment:
Determining whether the plan was implemented (a process evaluation); Collecting pre– and post–response
qualitative and quantitative data; Determining whether broad goals and specific objectives were attained; Identifying
any new strategies needed to augment the original plan; Conducting ongoing assessment to ensure continued 280
effectiveness.

The word police may be traced back from
roman word “politia” and was introduced
formally by this country as a term applied
to individuals whose work is LAW
ENFORCEMENT.

4.Greece

347
The Origin of the Word Police
Originated from the Greek word “POLITEIA”
meaning government of a city. It applied to civil
officers and not necessarily policemen. The Romans
used the same word slight conversion into Roman
intonation; “Politia”. Unfortunately, the French
change the word to “POLICE” and applied it to
individuals whose job was to enforce the law.
Thereafter, the English and the Americans
borrowed that French word used it as a terminology
for law enforcers. Thus, the word “Police” is
actually of France origin. Other terminologies
associated with law enforcement, as “Constable” and
“Patrol” is likewise French in origin. The word
“Patrol” originated from the French word “Patrouiller”
which means – to go through mud puddles by foot.

“authority” refers to the legitimate right to lead and
