CLEANING THE ENVIRONMENT:

EXPERIENCES OF LOCAL
GOVERNMENT OFFICERS IN THE
IMPLEMENTATION OF THE WASTE
MANAGEMENT PROGRAMS
(LAPU-LAPU CITY)
RATIONALE
 Humanity is currently facing one of its biggest problems ever. There is a general
agreement among scientists that Earth's climate is being affected by industrial. One of its
problems is global pollution that brought by the many different types of products humans and
animals use around the globe. Each time we throw something as garbage, think of where it will
finally end up. This may contribute to another problem and this some catastrophic effects of
today’s poor waste management systems may affect our life. Lapu-lapu is indeed dubbed with
predominantly with beautiful beaches, resorts/hotels scattered all over its coastal barangays.
But this fascinating views is changing as its economy continues to bloom the fact that it has a
cons and pros, indeed thatfact that the rapid urbanization has provided ample opportunities.
Therefore, the problem of Solid Waste Management has become urgent concerns of Lapu-lapu
City. The rapid increase of population brought by the increase of economic development
promotes the change of lifestyle and activities of the people in the Lapu-lapu City especially in
the main lands of Lapu-lapu City where greater bulk of the economic activities are situated.
THEORETICAL BACKGROUND
 The study is anchored mainly on the following theories namely: Value Belief Norm Theory

by Stern, Competence Motivation Theory by Harter and Motivation Hygiene Theory by

Herzber.

 The VALUE BELIEF NORM Theory is mainly used to understand individual environmental

behaviors, as applied to the researcher’s study, this theory will be used to understand the

environmental values, beliefs, and norms of hotel managers and their effect on

environmental management support behavior. From this, a better understanding of the

perceived advantages and disadvantages to implementing sustainable practices will

emerge.
 Competence Motivation Theory explains that people are pulled in to cooperation in
activities or works at which they feel efficient and capable. The theory can be utilized by
researchers in solidwastemanagement to distinguish why and how youngsters, youths,
and grown-ups can be urged to take an interest and to apply exertion in these
accomplishment settings. It focused happiness as the motivation behind why people are
roused to interact with their environment.

 Motivation Hygiene theory, well known as the two-factor theory regarding the personal
feelings of employees towards their working environments. Motivation Factors are Intrinsic
Factors that will expand employees' activity fulfillment; while Hygiene Factors are Extrinsic
Factors to keep any workers' disappointment. Herzberg advanced that full supply of
Hygiene Factors won't essential outcome in workers' activity fulfillment. With the end goal
to expand workers' performance or profitability, Motivation factors must be tended to. This
carry out studies to figure out which factors in a representative's workplace caused
fulfillment or disappointment.
Statement of the Problem
This study aims to explore the lived experiences of the implementers of R.A. 9003 and its local
ordinances in selected cities of Lapu-lapu, CY 2018-2019.

Specifically, the study seeks to answer the following problems:

 1. What are the experiences of the informants in the implementation of R.A. 9003 and
its local ordinances?

 2. How do the informants manage in carrying out the implementation of R.A. 9003
and its local ordinances?

 3.What constraints do the informants encounter in implementing R.A. 9003 and its
local ordinances?

 4.What impact does the implementation of R.A. 9003 and its local ordinances have to
the informants’ personal lives and to the community in general?
CHAPTER 2 (THEMES)
 Real scenario - this theme refers to the observation of the informants in the
implementation of the waste management programs based on his/her years of
experiences handling waste management. This theme includes the informant’s observation
towards the implementation of waste management like the responsiveness and
cooperativeness of the people towards to the programs. The cooperativeness includes
direct participation and following the rules and regulation and the R.A. 9003 and its local
ordinances. It also includes the non-compliant of the people like violation of the said laws
referring to improper segregation and littering, this observation may help the
implementers for knowing and making solution that may fit to the scenario.
 Knowledge is power -This theme refers to the personal methods, means and ways used
by the informants in addressing the challenges they encountered in the implementation of
the waste management. Offering my life to my work. This theme deals with the personal
solutions of the informants to the challenges they encountered in the implementation of
waste management programs. The informants gave their best to achieve the success of
the implementation of laws. In spite of the challenges they encountered, they just keep
consistency on continuing their effort of lecturing and conducting seminars in their area of
jurisdiction. They even used their own money for the programs. The informants strongly
believed that some citizens through proper information and lecturing will learned how to
obey.
 To strive better. -This theme refers to the response of the informants’ experiences based on
how they will carry out this experiences in order to address the importance of waste
management. In this theme in emphasize the sense of fulfillment of the implementer base on
his observations and how he accepts this synopsis.
 Crucial component- This theme refers to the determinative factors that mainly attributes to
the failure of citizen in complying the said law.In this, the informants determine what are the
reason behind why almost people can hardly obey the law, the informants merely believed that
lack of knowledge particular to the subject matter giving them less priority and mostly people
in lapu-lapu works. Aside from that the informants pin point that there is also involvement of
politics in this matter people who violates tend to do it with intent because they didn’t like the
current administration and lastly it is the attitude of a people, attitude because they adopt
what they can see in their environment what they think is right due to lack of awareness.
According to Sternon his Value Belief Norm. In which it understands one’s personality and its
collaboration with the environment can help anticipate actual behaviors
 Benefit brought by the change- This theme refers to the changes of the implementation of
the waste management programs to the informants lives and in community. The informant
gives what are there positive changes that brought by the waste management in both personal
and public life. The informants give their changes as they tend to clean in their own and be
compliant to the laws because they are public service and public service is a public trust which
needs the trust of the community in this by showing that they are following first the law
because they will serve as model to the community. They give importance the waste
management as their top priority because its effect is broad and wide. Aside from the changes
in the community that the community will be more clean, it changes also their personal lifestyle
they are more cautious on their hygiene and cleanliness in their own individual premises.
RESEARCH METHODOLOGY
Research Design

 This study employs a qualitative phenomenological method of research using an


interview guide in delving into Experience of Local Government Official in the
Implementation of Waste Management Programs.

Research Environment

 The research will be conducted in the different barangays in City of Lapu-lapu namely;
Brgy. Pajo, Pusok, Ibo, Buaya and Mactan with an area of 58.10 km2 (22.43 sq mi)and
an elevation of 17 m (56 ft.), with a total population of 83,427 covering 20.40% of the
total population of whole Lapu-lapu. It has a density of 7,000/km2 (18,000/sq mi).
Research Informants

 The informants of this research will be composed of two (2) LGU informants coming
from the different barangays namely; Pajo, Pusok, Ibo, Buaya and Mactan. These two
informants will consist of barangay captain of the barangay and the councilor who
handle waste management or clean and green.

Research Instruments

 This research will consist of an individual discussion. The instruments that will be use
are interview guide and a recorder. The interview guide serves as a pattern of the
researcher and serves as primary basis for extracting information from the participant
of the study while the recorder will serve as secondary tool if in case that the
researcher can’t write all the information that will be given to him by the participant.
SIGNIFICANCE OF THE STUDY
Significance of the Study

The discoveries which this examination will uncover may profit certain gatherings, and
the advantages they may able to gain are as follows:

• Community. This will help them express their opinions on the matter of solid waste
management implementation in their barangay.

• LGU. The study will help the LGU (local Government Unit) on assessing on how they
implement the solid waste management for the purpose of improvement.

• Researchers. This will help them get an insight on how the public enforce the solid waste
management and gain knowledge about it.

• Future Researchers. They can make use of the findings of the study as a reference in
future research related to the experience of public officer in implementing solid waste
management.
IMPLICATIONS
Implications for practice
 Waste management is not a small problem and it needs attention because its effect is wide
range. In regards with this the implementers of the law should take necessary actions in
solving the said issue. They should have a skill and passion towards their work. They must be
actively coordinated with the public to develop a partnership and trust that will serve as
connection to one another. Waste management problem need the cooperation of everybody, for
everybody wants a clean and unpolluted community.

Implications for Future Studies


The researchers suggest that future researchers will study in the following topics:
 1. Impact of the implementation of waste programs to the community to evaluate if the
community felt the effectiveness of the waste management programs.
 2. Study on the experiences of the community on the implementation of the waste
management prevention programs.
 3. Barangay waste management programs to the establsihments organizations.
 4. Efficiency of the task force on waste management on programs
