REHABILITATION: BASIS FOR A MITIGATION
PROGRAM ”

BACKGROUND OF THE STUDY
Disasters can happen anytime and anywhere in
the world. Especially our country which is prone
to typhoons and earthquake because it lies in the
Pacific Ocean and the pacific ring of fire . The
Philippines being vulnerable to the effects of
climate change experiences approximately
twenty tropical cyclones yearly according to
the PAGASA

THE AIRPORT WAS CLOSED!

Flights were cancelled for days!


No plane can land impeding the needed immediate
relief and humanitarian operations. Such closure
resulted to millions of losses and hundreds of
transactions that didn't push through.
This goes to show that time is of the essence.
The longer the Airport is non-operational the
bigger the financial losses and damages it
creates. That is why is of a great help and
outmost importance to Roxas Airport if we can
mitigate the impacts of the Disasters.
Basing on the devastation on Roxas Airport it
seems that in terms of preparedness, mitigation
and response efforts, there were still GAPS in
which the Airport Management has to improve.
There is a need to develop policy measures,
disaster preparedness plans, response and
rehabilitation programs to protect the flying
public and mitigate the disaster’s impact to the
Airport’s operation.
In connection with this, the Researcher was
driven to conduct this study that will then be
use as a basis for a mitigation program which
will eventually lead to the efficiency and
reliability of Roxas Airport at all times.
STATEMENT OF THE PROBLEM
This research study intends to answer the following questions:

1. What are the available Disaster Preparedness,


Response and Rehabilitation Programs at Roxas Airport?

2. What is the level of cooperation between Roxas Airport


and other institutions in an event of a disaster at
Roxas Airport?
a. Capiz Provincial and Roxas City Disaster Risk
Reduction Management Office
b. Bureau of Fire Protection Roxas City
c. Philippine National Police Roxas City
d. Local Hospitals

3. What are the measures and actions taken by the


Airport Management and Personnel before, during
and after Super Typhoon Yolanda to mitigate its
impact?

4. What are the damages and losses that Roxas Airport


experienced after the onslaught of Super Typhoon
Yolanda?

disaster preparedness, response and rehabilitation of
Roxas Airport in relation to the onslaught of Super

to mitigate the impact of future occurrences of
disasters?
THEORETICAL FRAMEWORK

The principles and concepts that have helped shape the


framework of this study are mainly drawn from
the following:

• The Sendai Framework for Disaster Risk


Reduction 2015–2030 which was adopted at
the Third United Nations World Conference on
Disaster Risk Reduction.
THEORETICAL FRAMEWORK

 "Philippine Disaster Risk Reduction and Management


Act of 2010". It indicates that it shall be the policy of
the State to:
Uphold the people's constitutional rights to life
and property by addressing the root causes of
vulnerabilities to disasters, strengthening the
country's institutional capacity for disaster risk
reduction and management and building the
resilience of local communities to disasters
including climate change impacts.
CONCEPTUAL FRAMEWORK

The diagram tells us that before and during the disaster strikes. If the
Organization or Institution (Roxas Airport) implements its Disaster
preparedness, response and rehabilitation programs will significantly
mitigate the impact of the disaster thus resulting to a Disaster resilient
Airport. In case there are still damages then we will learn from it and will
further improve the preparedness, response and rehabilitation programs
for future occurrences of disasters.
SIGNIFICANCE OF THE STUDY
 Assess the effectiveness of the current disaster preparedness,
response and rehabilitation programs of Roxas Airport

 Provide inputs, techniques and measures to Roxas Airport in


mitigating the negative impacts of Disasters

 Enhance awareness regarding the importance of a timely


Disaster Preparedness, Response and Rehabilitation Plan in
mitigating the impacts caused by disasters

 Minimize and prevent disruptions or closure of


Roxas Airport’s operation due to the impacts of a Disaster.
METHODOLOGY
RESEARCH DESIGN
The researchers chose the descriptive research
methodology. He utilized the elements of
quantitative and qualitative approach of research
with the use of the survey questionnaire and
structured interview to determine Roxas Airport’s
level of Disaster Preparedness, Response and
Rehabilitation capability .
RESPONDENTS OF THE STUDY
The respondents of the study includes selected
Airport Personnels, Airline Company Employees,
Passengers and Stakeholders. The Respondents
should have first-hand knowledge of the Super
Typhoon Yolanda’s devastation of Roxas Airport.
Includes also the Representatives from Capiz
Provincial and Roxas City Disaster Risk Reduction
Management Office, Roxas City Bureau of Fire
Protection and Philippine National Police and
the Local Hospitals
DATA GATHERING INSTRUMENT
Survey questionnaires and structured interview
were used to collect data and analyze numerical
data in accordance to the result of the survey. The
study used combination of book-based and
Internet-based questionnaire to gather the data
needed. Data taken from books, journals,
literatures, related studies and the internet were
also used to determine Roxas Airport’s level of
Disaster Preparedness, Response and Rehabilitation
capability.
