That there is a history of serious and persistent
problems involving disturbances, lewd, or unlawful
activities associated with conducting assemblies.
Behavior which is grounds for refusal of a permit under
this section includes significant sound vibrations to
neighboring properties; public drunkenness; fights;
altercations; harassment; unlawful drug sales;
alcohol or related litter; trespassing on private
property; and public urination. Histories from previous
operations currently or previously operated by the
applicant may also be considered when reasonable
inference may be made that similar activities will occur
at the assembly proposed to be permitted.
