RANDOMIZATION SOFTWARE

 Ensures that Polling Staff on duty will preferably be


from the same Parliamentary Constituency BUT
may/may not be from his own Assembly
Constituency.

 Therefore, majority of the Polling Staff shall vote


through Election Duty Certificate.
ADVANTAGES OF EDC
 No special arrangement required for casting of ballot
who have been issued EDC
 RO may not have to monitor casting of ballots
exercised through EDC
 RO relieved from responsibility of sending polled
Postal Ballots for counting
 Time consumed for counting Postal Ballot is saved

 Allegations regarding violation of secrecy of votes,


etc are avoided.
 Instances of issue of PB even after poll day avoided.
VOTING BY POLLING STAFF IN PERSON

 Poling Staff has to apply to RO through FORM 12A so


as to reach him at least 4 days before poll date.
 This form should be attached with copy of
Appointment Order and EPIC.
 RO will then issue an Election Duty Certificate in
FORM 12B
 This FORM 12B will authorise the Polling Staff to
vote at his polling station mentioned in this form
 The EDC issued in FORM 12B shall be serially
numbered with unique serial number
INSTRUCTION S FOR FILLING FORM 12A

 Copies of FORM 12A are made available to Polling


Staff after first randomization during District Level
Training.
 The details of Serial No., Part No. & Assembly
Constituency details are to be filled by polling staff.
 However, the Polling Station where he is posted shall
be left blank as the same will be known only after the
third round of randomization.
ELECTORAL ROLL

 Letters “EDC” will be mentioned in the “Marked Copy


of the Electoral Roll” against the name of person to
whom EDC is issued.
 This will ensure that the same person will not be
allowed to vote at the PS where he would have voted
otherwise.
 Police personnel deployed on the PS, reserved staff
at ARO Office, Drivers, Conductors, Cleaners, etc.
can vote at any nearby PS through EDC.
INSTRUCTIONS TO PRESIDING OFFICER

 PO will brief all the Polling Agents that Polling Personnel with
EDC can vote on ONLY on the basis of EDC

 Whenever any Polling Staff presents an EDC for casting his


vote, the Presiding Officer shall:

 Obtain signature of the person producing EDC on EDC


(FORM 12B)

 Serially number the entry of EDC consecutively after the last


serial number in the marked copy.

 Mention the name and Electoral Roll details as per EDC

 EDC to be retained by the First Polling Officer

 Person shall be allowed to vote by following USUAL


procedure
INSTRUCTIONS TO PRESIDING OFFICER

 Allow the EDC voters to cast their votes in presence of Polling


Agents as far as possible.

 Enter the total number of EDC Voters against item No. 13 in the
Presiding Officers Diary.

 In Item No. 1 of Form 17 C (Part – I) regarding Total number of


Electors assigned to the Polling Station, enter as below:

 Ex: if total number of voters assigned to the part are 1125


and EDC vote count is 9 then show as 1134 (1125+ EDC 9)

 Place all EDC’s in a separate envelope mentioning thereon the


Number and Name of PS and Total number of EDC’s inside the
envelope.
INSTRUCTIONS TO 2ND POLLING OFFICER

 In Form 17A Register of Voters, Column No. 2 (Serial No. of


Elector in the Electoral Roll) the Serial No., Part No. and Name
of Assembly Segment of EDC holder shall be mentioned in
following manner: 329 / 06 / Canacona.
