Air Navigation
Services Regulatory Board (

CEASED: (1st Jul 2009 )

Development
 Improvement of Manpower

 ICAO-Singapore Aviation Security Leadership

and Management Seminar

 Moulds future players in the

industry to understand and manage
the aviation system.
 CAAS stays far sighted and is able to
ratify and enforce laws for the
greater good for Singapore Aviation.

 Make appropriate and decisive

decisions as a regulatory board.

 Develop Singapore aviation into one

of success.
 Constantly maintains
collaboration with
international organizations
such as ICAO.

 Continued development of
international aviation policies
and standards.

 To ensure efficient and

sustainable air transport.
Weaknesses

 Focused on its current

workforce.

 Not enough emphasis placed

on growing its future
workforce.

 Danger because air traffic in

SEA is only set to increase.
Possible Recommendations
 Focus more on developing
clearer pathways.

 Collaborating with more

Institutes of Higher
Learning.

 Focus more on tapping on

more local talent.
What is the ANS?

 An arm of the CAAS

 Assist and provides flight

information for Air Traffic.

 Flight Information Region

(FIR)
Development and Success
 Enhances …

 Air Traffic Management (ATM)

 Runway Capacity

As a result …

• Reduces aircraft landing waiting

time;

• Saves Fuel & Money

 Nanyang Technological University
(NTU)

 Air Traffic Management Research

Institute (ATMRI)

Targets

• Solutions to Improve ATM

• Safety Standards & Efficiency

Strengths

 Invest in Latest Technology & Equipment;

 Ensure high standard of service;

 E.g. CAAS spent S$300 million on a project to

develop LORADS III
Weaknesses
 Responsibility of Safety Management spread too
thinly.

 Poor provision of Meteorological Information

Recommendations
 Discussions between both the ANS staff and Airline
pilots.

 Standardised means of information relaying

 Integration of Safety Management departments.

Airports
Local Airports
• Changi Airport

• 7th Busiest International

Airport

• Seletar Aerospace Park

Key Players
 SATS

 DNATA

 ASIG
Development & Success
• Ensure safe and secure operations,
competitive pricing and high service
standard

• Plans for Terminal 5 and a third runway

• Inter-agency Changi 2036 Steering

Committee to look into airport’s
future needs
Strengths
• Works well with industry stakeholders to
develop Seletar Airport into a business
aviation hub.

• Establish strong foundation for Singapore

as an international air hub.
Weaknesses
• Not done enough to ensure
fair competition between
ground handlers
Recommendations

• Develop alliance based terminals in future.

• Set up laws to prevent any ground handler from dominating

the market.
Airlines
SINGAPORE AIRLINES

Scoot
How does CAAS ensure the
development and success
of airlines?
 By being fast and efficient, thus signing
many ASAs with other countries including
Open Skies Agreement

 Ensures local airlines have first mover

advantage especially SIA

 SIA can then quickly start routes to build

up its brand to gain customer loyalty

 Have active discussions with airlines to

know their needs
• CAAS and Indonesian CAA have been working
together the last few months on a newly expanded
bilateral agreement.

• To CAAS's credit, Singapore signed an Open Skies

Agreement with the USA, a first for an Asian nation!
Strengths and weaknesses
in what CAAS does in
working with airlines
Strengths
• Flexible regulator

• Supportive regulator

• Extended a S$130 million

relief package during the 2008
Financial crisis
Weaknesses
• Prides itself as a regulator that
fosters competition but that
remains to be seen

• Routes with a single operator,

example Singapore to Russia,
incumbent can charge expensive
fares
Where is Aeroflot Airlines?
Recommendations on
how CAAS can better
develop and contribute
to airlines' success
 Support Singapore carriers on the
international arena.
 For example, SIA’s failed attempts
for traffic rights on Australia to USA
routes.
 Should help them on their quests for
success in the world stage through
their might as a regulator.
