Parameters of Data Analysis
• Data analysis would be quantitative in nature
at large;
• The data collection would be carried out by
data collectors;
• There may be more than one respondents for
the questionnaire in a institution;
• A respondent must be a officer grade
position;
• Data may also be collected or compiled from
the existing reports at institutional level;

Parameters of Data Analysis

• Three major types of analysis will be carried


out under the assignment of Data analysis;
• Trend Analysis: A trend analysis will be done, where the data is
available for at least 3 to 5 years;
• Capacity Analysis: will be further divided into three categories:
• Infrastructure: (Office network, and building infrastructure)
• Human Resource: (head counts present and vacant)
• Fiscal and Budget
• Operational & Performance Analysis

• Data Analysis tabulation will be based on


followings;
• By Regions;
• By Districts;
• By Gender;
• By types of Operations in different institutes such as Police, Prison,
and Judiciary.
• If applicable, cross data analysis would also be carried across different
institutions;

• Following Law making and implementing
institutes as recommended in the concept
note are taken for the analysis:
• Law and Parliamentary Affairs
• Police
• Prisons
• Judiciary
• Prosecution
• Parole
• Probation

Questionnaire Development
• Questionnaire are structured in a uniform
manner, however, the contents may different
across different institutions;
• The structure is based on following
parameters;
• Departmental Hierarchy and Reporting Mechanism
• Infrastructure Details
• Human Resource Details
• Operational Details
• Fiscal Details

Common Sections
• Except operational details, all section covers
almost similar information;
• The most common sections are;
• Departmental hierarchy;
• Fiscal details
• with few exceptions for more detail oriented
departments / institutions such as;
• Judiciary;

• Authorized Capacities and Head Count of prisoners by Type (crime
and prison type), by District, by Gender;

• Natural and accidental death details of prison.
• Budgeting and actual expenses by recurring and development

and by civil and criminal cases;
