Basic Literacy Program (BLP)


The Basic Literacy Program (BLP) is a program aimed at
eradicating illiteracy among out-of-schools youth and
adults (in extreme cases school-aged children) by
developing basic literacy skills of reading, writing and
numeracy.

What are the learning resources used
by BLP learners?

 The following are the available learning resources
for BLP learners:
 21 modules for the basic reader stage
 32 modules for the neo-literate stage
 15 modules for the post literate stage
 33 modules are in Braille
Balik-Paaralan Out of
School Adult (BPOSA )

 BPOSA is an accreditation and equivalency program for
secondary level whose features are:
 The program is conducted in secondary school;
 The Instructional Managers (IM) are the teachers of
the school; the service provider is the school
whichis presented by the school principal;
 The learning sessions are conducted outside the
regular class schedule (after class periods or or
during weekends) and
 The Program uses ALS Curriculum and Learning
materials.
Implementing
Guidelines

 FUNDS FOR BASIC LITERACY (BL) and
ACCREDITATION AND EQUIVALENCY
PROGRAMS
Nature of funds:
- The funds shall be known as Field Operations Funds of
ALS as provided for in the General Appropriation Act RA 9162,
Special Provision No. 11. These funds consisting of the Literacy
Service Contracting Scheme (LSCS) and the Learning Support
Delivery System (LSDS) shall now be unified fund for the
delivery of Both Basic Literacy and Accereditation &
Equivalency Program.
ALS Mobile Teacher
Program

 The ALS program implementation is lodged primarily
with the Mobile Teachers and District ALS Coordinators
(DALSC) who are assigned to conduct intensive
community-based learning sessions for out-of-school
youth, adult and children. In far-flung and isolated
communities as well as in marginalized communities in
all divisions nationwide.
 Considering the nature of work for both Mobile Teachers
and DALSCs are learning facilitators, DEPED, through
the Bureau of Alternative Learning System (BALS)
provided them with monthly transportation allowance
and yearly teaching aid.
Definition of Terms

 ALS Mobile Teachers – “specialized” DEPED teachers who live
among the people in remote and marginalized communities to
conduct intensive community-based ALS programs and learning
sessions for the illiterates and out-of-school children, youth and
adult and formal school leavers.
 Full-time district ALS Coordinators – DEPED formal school
teachers who are locally designated as District ALS Coordinators
and take on full-time load to coordinate ALS implementation in the
district and conduct learning sessions for the illiterates and out-of-
school children, youth and adult and formal school leavers
 Part-time district ALS Coordinators – DEPED formal school
teachers who are locally designated as District ALS Coordinators
and take on partial load to coordinate ALS implementation in the
district and conduct learning sessions for the illiterates and out-of-
school children, youth and adult and formal school leavers
Entitlement

 Alls ALS Mobile Teachers and DALSCs are entitled to receive
the teaching aid and transportation allowances. Such allowances
shall be used to defray additional transportation expenses that
the learning facilitators incur to reach all types of ALS learners
and far-flung barangays. The teaching aid allowance is intended
for pruchase and/or reproduction of supplies materials in the
facilitation of the teaching-learning process.
 All MTs and DALSCs are required to enlist at least fifty (50)
learners as the minimum, excluding infED enrollees, in order to
qualify and avail of this benefit. However, the number of InfEd
learners must still be included in the list of enrollees and serve
as a value-added in the ALS implementer’s performance.
