VOTING PRIVILEGE
 Avail of Local Absentee Voting privilege when
not registered in the precinct where they are
assigned. The voter can only vote for National
and Local Elections up to Party-List
Representatives
 Vote in their precinct provided their absence
shall not be more than 20 minutes

DUTY OF POLL CLERK

Poll Clerk shall, without delay:
1. List the names of voters
consecutively numbered
2. Call the voters by announcing
each name 3 times in the order

In such case, BEI shall require challenged voter to


present proof of:

CHALLENGE AGAINST ILLEGAL VOTERS

BEI/BET SHALL IDENTIFY the voter, in the VRR or EDCVL,


through his/her:

photograph or
fingerprint or
specimen signatures

In the absence of the above-mentioned proof of


identity:
any BEI member may identify under oath a voter,
and such act shall be reflected in the Minutes.

CHALLENGE BASED ON CERTAIN ILLEGAL
ACTS
To be able to vote,
challenged voter shall TAKE
AN OATH before the BEI
that he has not committed
any of the acts alleged in
the challenge.

MANNER OF OBTAINING BALLOTS
Voter shall:
look for his/her name in the PCVL posted near the
door of the polling place, and determine his/her
precinct number and sequence number

approaches the Third Member and state his/her


name, precinct number and sequence number

Third Member shall:
verify if the name of the voter is in the
PCVL; voter shall not be allowed to vote, if
his/her name is not in the PCVL.

establish the identity of voter through

direct the voter to the Chairman to get the
ballot

MANNER OF OBTAINING BALLOTS
The Chairman shall:
announce in a loud voice the name of voter,
precinct number, Serial Number of the ballot to
be issued to the voter
authenticate the ballot by affixing his/her
signature at the back portion
fold the ballot in such a manner that its face,
except the portion where the SN appears, is
covered
give the ballot to the voter

AUTHENTICATION OF BALLOT
Chairman must authenticate the ballot
by affixing his/her signature at the
back portion before giving the ballot to
the voter.
 Failure to authenticate a ballot is an election
offense punishable with 1 to 6 years
imprisonment, perpetual disqualification to
hold public office and to exercise right to vote.

In no case, shall the Chairman pre-sign


at the back of the ballot prior to its
actual issuance to the voter.

MANNER OF VOTING (MANUAL)

Voter shall fill up his/her ballot by


writing in the corresponding spaces
the names of the individual
candidates he/she is voting for, using
the ballot secrecy folder.

BALLOTS FOR ILLITERATE AND PERSONS
WITH DISABILITY (PWD)
illiterate voters or persons with disability shall be
allowed to vote only if such fact of their being illiterate
or PWD is indicated in the EDCVL/PCVL
may be assisted by the following:
relative within 4th degree of
consanguinity or affinity
person of confidence belonging
to the same household
any Member of the Board
A person who is physically impaired may also be
assisted in feeding his ballot into the PCOS by the
Third Member/Support Staff.

PROCEDURE AFTER VOTING
After filling the ballot, the voter
shall fold it in the same manner as
he received it and proceed to the
poll clerk
Poll Clerk shall verify the ballot SN
against the SN entered in the
EDCVL to determine whether it is
same given to the voter (If not the
same, ballot is considered
spoiled.)

PROCEDURE AFTER VOTING
Voter shall:
 affix signature in the EDCVL or thumb mark
in case he/she is illiterate or a PWD
 affix thumb mark in the corresponding
space in the ballot coupon, and return the
folded ballot to the Poll Clerk

PROCEDURE AFTER VOTING

Poll Clerk shall apply indelible ink on the voter’s right


forefinger nail or at the base of any other fingernail if
there no right forefinger

If voter refuses to have his fingernail stained with


indelible ink, he shall be informed that such refusal
shall render his ballot spoiled.

PROCEDURE AFTER VOTING
Poll Clerk shall detach the ballot coupon in the
presence of the voter and deposit the folded ballot
in the compartment of the ballot box for valid
ballots and detached coupon in the compartment
for spoiled ballots

MANNER OF VOTING (AUTOMATED)
The Chairman, after authenticating the ballot,
shall:

Place such ballot inside the ballot secrecy folder.


Give the ballot secrecy folder and the marking pen
to the voter with the instruction that the ballot
shall be kept clean and free from unnecessary markings.
Instruct the voter on HOW TO FILL-UP THE
BALLOT PROPERLY
Direct the voter to fill-up the ballot in the designated
voting area.

MANNER OF VOTING (AUTOMATED)
VOTING shall be conducted in the following
manner:

1. The voter shall FILL HIS BALLOT BY FULLY


SHADING THE OVALS beside the names of the
candidates and the party, organization or
coalition participating in the party-list system
representation of his choice.

2.The voter shall then APPROACH THE PCOS,


INSERT HIS BALLOT in the ballot entry slot and
wait until the message “CONGRATULATIONS.
YOUR VOTE HAS BEEN REGISTERED” appears on
the screen.

COUNTING – PUBLIC AND INTERRUPTED
After voting, the BET shall:
1. Publicly count the votes and ascertain
the results
2. Arrange the set-up of polling place
3. Place the ballot box, election documents
and paraphernalia within public view
4. Not adjourn or postpone or delay the
count unless ordered by COMELEC

Unfold the ballots and form piles of 100


ballots per pile.
Chairman takes out the ballots of the first
pile one by one and read the names of the
candidates voted for.

APPRECIATION OF BALLOTS
CARDINAL RULE IN
BALLOT APPRECIATION
In the reading and appreciation of
ballots, every ballot shall be
presumed to be valid unless there is
a clear and good reason to justify its
rejection.

APPRECIATION OF BALLOTS
Any question on ballot appreciation shall be
decided by a majority of BET members.
Watchers, candidates or other persons are
not allowed to participate in ballot
appreciation, except:
 to file protest which must be recorded
in the Minutes

PREPARATION OF DISTRIBUTION OF
ELECTION RETURNS
Barangay ERs must be accomplished in 4
copies
ERs must be duly sealed and placed in an
envelope provided for the purpose.
ERs shall be signed and thumbmarked by
the BET and watchers
Sealed with paper seal and placed in the
envelope provided for the purpose

ACCOMPLISHING ERs
Entries in the ERs must be clearly written
and impressed in all other copies.
Total number of votes for each candidate
must be closed with signatures and clear
imprints of the right thumbprints, of all
the BET members , affixed in full view of
the public immediately after the last vote
is recorded.
BET shall accomplish the certification
portion of the ERs.
Chairman shall publicly announce the
votes obtained by each candidate.

ALTERATIONS AND CORRECTIONS IN ERs
Before announcement of
results, correction or
alteration in ERs maybe
made, but must be duly
initialed by all BET members.
After announcement of
results, no correction or
alteration or amendment in
