INTERSECTION LEVEL OF SERVICE
A: Free flow. Traffic flows at or above the posted speed limit and
motorists have complete mobility between lanes
B: Reasonable free flow. LOS A speeds are maintained,
manoeuvrability between lanes slightly restricted
C: Stable flow. Ability to manoeuvre between lanes is noticeably
restricted and lane changes require more driver awareness
D: Approaching unstable flow. Speeds begin to decrease
E: Unstable flow, intersection operating at capacity
F: Forced or breakdown flow

• Short sharp peaks generally less than 15 minutes
• Interchanges will be a focus
• No significant impacts on travel times and reliability
• Ample capacity in road network
• Further efficiencies in intersection treatments
• Target a mode change increase of 3%
• Limited major infrastructure demand in the short to
medium term
