RATIONALE
Nowadays, Information and Communication Technology (ICT) plays a significant role in
every aspect of human lives. The emergence of ICT tools and gadgets has enormously
contributed to the aim of developing the 21st century skills. With the implementation of
Kto12 program, ICT becomes a course offered in the Technical Vocational track of the
Senior High school curriculum. As a part of the Technical Vocational course offering of
the SHS, it aims to prepare students in the field of work or entrepreneurship. Among the
other strands of the SHS curriculum some students preferred the Tech- Voc track and its
strand such as ICT instead of General Academic Strand, Humanities and Social Sciences
( HUMMS), Accounting Business Management , Science, Technology , Engineering and
Mathematics ( STEM) Strand and sports tracks.
Choices made by an individual, in this case, the student, plays a major role in the
accomplishment of their goals. Ones preference implies his/her interest in a certain field or
goal of life. Preference to the Technical Vocational Track can be inferred as a good sign that
there are students specifically in Fernando Air Base Integrated National High School who
dream of setting up their own business.

With the aim leading to develop entrepreneurs among the Grade 12 graduates,
the Senior High School Students preference to the Tech- Voc Track specifically to its I T
strand can serve as baseline data towards achieving the goal.
Theoretical Framework

To highlight its worth in the K-12 curriculum, the Department of Education


( Dep Ed has formed a Technical Vocational unit in the Bureau of Secondary
Education . For them, this unit needs strengthening as one of the key strands that
will prepare high school graduates by aiming them with skills for employment.

Wilhelm von Humboldt s educational model goes beyond vocational training.


In a letter to the Prussian king, he wrote: "There are undeniably certain kinds of
knowledge that must be of a general nature and, more importantly, a certain
cultivation of the mind and character that nobody can afford to be without.
People obviously cannot be good craft workers, merchants, soldiers or
businessmen unless, regardless of their occupation, they are good, upstanding
and according to their condition well-informed human beings and citizens
. If this basis is laid through schooling, vocational skills are easily acquired later on, and
a person is always free to move from one occupation to another, as so often happens
in life. "The philosopher Julian Nida-Rmelin criticized discrepancies between
Humboldt's ideals and the contemporary European education policy, which narrowly
understands education as a preparation for the labor market, and argued that we need
to decide between "McKinsey, to describe vocational training, and Humboldt.
