SYSTEM HELD
AT KICD ON 17TH JUNE 2015
INTRODUCTION

TVET-Comprises formal, non-formal and Informal training for the


world of work. Young people, women and men learn knowledge
and skills from basic to advanced levels across a wide range of
institutional and work settings in diverse socio-economic context.

Skills are vital for poverty reduction, economic recovery and


sustainable development.
As a consequence, policy attention to technical and vocational
education and training (TVET) is increasing worldwide.

In Kenya, the TVET Philosophy is based on national development


agenda and in particular, Vision 2030.
TVET Vision is to provide skilled and globally
competitive employees, employers and
entrepreneurs

TVET Mission is to promote and co-ordinate the training sector by


assuring quality, inclusiveness and relevance for the enhancement of
the national economy and global competitiveness

Goal of TVET is to provide relevant and adequate skills and


competencies in strategic disciplines for spurring industrial and
economic development in line with the aspirations of the Kenyan
people.

TVET Objective is to develop an effectively co-ordinated and


harmonized TVET system that is capable of producing quality skilled
human resources with the right attitudes and values required for
growth and prosperity of the various sectors of the economy.

CHALLENGES IN TVET

Access and Equity- Low Net participation rate TVET has not kept up
with the demand of economic and social development

TVET Financing- Constrained public financing of training and


lack of financial incentives for training has adversely affected
public TVET systems

Quality and Relevance-Mismatch between skills demanded and skills


supplied.

Efficiency of TVET programs- Skilled talents are in short supply in


Kenya-The TVET curriculum is weak and not flexible enough to meet

Guiding Principles to TVET Reform in Kenya

Relevance to the Labor Market-The objective to orient


graduates of the TVET system to economic and social
requirements by ensuring participation of industries in
the curriculum development..

Access for Trainees-Ensure that all students transiting from


Basic Education system/field of work and would like to
progress through the TVET system gets an training
opportunity.

Quality of TVET Delivery-competence of the


trainer is crucial to the successful
implementation of any TVET programmes
.
Standardization-developing and implementing
programmes which meet the occupational
standards of global labor market

Inclusion of Soft Skills-Teaching of life skills in TVET


programmes to enhance attitude and quality of training
among learners in preparation for the world of work.

Secure and sustainable TVET Funding/Support-


ensuring sustainable financing of programmes
through initiating incentives which can be supported
by both development partners and Private Sector
TVET REFORMS IN KENYA

Grounded in Sessional Paper No. 14 of 2012 which


establishes 3 autonomous sectors: Basic
Education, TVET, and Universities

These sectors are Governed by the Basic Education


Act 2013, TVET Act 2013, and Universities Act, 2012.
Recently, the KNQF Act 2014 was also enacted.

TVET ACT and KQF Act creates 4 autonomous bodies


as follows: TVET Authority (TVETA), TVET Curriculum
Development Assessment and Certification Council
(TCDAC), TVET Fund Board and KNQF Authority
Institutional Structures

Purpose of the workshop
In view of the ongoing reforms in TVET sector, there is
need to harmonize the efforts of all stakeholders
towards a common direction to achieve the countrys
vision.

Thus, the inputs of this workshop will be important in


enriching the guidelines and plans that will chart the
way forward for the sector
