Definition of terms Bullying -any severe or repeated use by one or more students of a written, verbal or electronic expression, or a physical act or gesture, or any combination thereof, directed at any student that has effect of actually causing or placing the latter in reasonable fear of physical emotion harm or damage to his property; creating hostile environment for other student; infringing on the rights of the other student at school; or materially and substantially disrupting the education process or the orderly operation of a school Acts of Bullying Any unwanted physical contact by the bully and the victim(example: punching, pushing, kicking, shoving, slapping, headlocks, tickling, fighting by the use of weapons); Any act that causes damage to a victim's psyche/emotional well being; Any slanderous statement or accusation that causes the victim undue emotional distress like directing foul language or profanity at the target, name-calling, tormenting negatively on victim's looks, clothes and body Cyber-bullying or bullying done through the useof technology or any electronic means. Adoption of Anti-Bullying Policies (all elementary and secondary schools shall prohibit:) Bullying on school grounds, property, adjacent grounds, school buses or through electronic devices owned by the school Bullying at a location, activity, function or program that is not school related and through the use od technology that is not owned by the schoo but creates hostile environment at school. Retaliation against a person who reports bullying It is the Duty of the School to establish procedures and strategies for: Reporting acts of bullying or retaliation Responding promptly and to investigate reports of bullying and retaliation Restoring a sense of safety for a victim and assessing the student's need for protection Protecting from bullying or retaliation of a person who reports,give info and act as witness Providing counseling or referral to appropriate services for perpetrators, victims and their family Other duties of the School: Enable students to anonimously report bullying or retaliation. Provided, however, no diciplinary administrative action shll be taken against a perpetrator solely on the basis of anoninous report. Subject a student who makes false accusation to an administrative action. Educate parents and guardians regarding the anti-bullying policies of the school and how can they support or reinforce such policies at home. When bullying occurs the principal/school administrator shall: Notify the law enforcement agency if the school principal believes that criminal charges under Revised Penal Code may be pursued against perpetrator Take appropriate disciplinary administrative action Notify the parents or guardians of the perpetrator Notify the parents of the victim regarding the action taken to prevent any further acts of bullying or retaliation.
