BUREAU OF FIRE PROTECTION

RULE 10
Fire Safety Measures

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

Trivia
75% of the Fire Code IRR is dedicated
for Rule 10
Majority of the rules in PD 1185 are
collapsed into Rule 10 of RA 9514 IRR
It follows, adopts and even site
International fire safety measures such
as NFPA.

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

NOTE!
The Fire Code is an independent law.
Thus it sets independent design
restrictions per type of occupancy. Its
classification of types of occupancy for
one is different from that of the Building
Code.

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

NOTE!
Many architects find the Fire Code in
contrast with the National Building Code
in terms of the provisions on design
measurements/restrictions.

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

NOTE!
Many architects find the Fire Code in
contrast with the National Building Code
in terms of the provisions on design
measurements/restrictions.

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

NOTE!
BUT let us settle it here!
There are no Contradictions!

The Fire Code Simply sets MORE

STRICT Restrictions in consideration to
fire safety.

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

NOTE!
A Department of Justice (DOJ)
interpretation on this matter puts the Fire
Code in higher authority compared to
the NBC because it provides more strict
design restrictions and it addresses
current issues being the latest.

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

So whats in Rule 10?

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

In Rule 10 youll find

Means of Egress
Safety for hazardous materials and operations
Different Types of Occupancy

The Rule is what ever gives
you the most strict figure is
to be applied

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

Lets try it
The door leading to Stairway No. 1 of Engineering
Building is 900 mm. The clear width of the
stairway is 1200 mm and the door to the level of
exit discharge is measured 1000 mm. What is the
capacity of the exit?

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

Solution:
Given: ED 900 mm CED = 180 per/min
Stair 1200 mm
DD 1000 mm b. Solve for the capacity of
Stair.
Reqd: Capacity ?
Cs = 1200 mm/7.6 mm
per/min
Solution:
a. Solve for the capacity of ED. Cs = 157 per/min
CED = W/CF = 900mm/5mm/per/min

RA 9514: Fire Code of the Philippines of 2008 #bfp@25

Solution:
c. Solve for the capacity of discharge door

CDD = 1000 mm/5 mm/per/min

CDD = 200 per/min

Therefore the capacity of the means of egress is
