OF ENERGY
Republic of the Philippines

PROPOSED AGENDA
FOR THE DUTERTE
ADMINISTRATION
2016 - 2022
1.0 EXPAND/ FUND
SOLAR ROOFTOPS
EFFECT OF ROOFTOP SOLAR ENERGY
TO THE ECONOMY
1. FREE SUN ENERGYTO 4. DISTRIBUTION UTILITIES/
EVERY HOME/ROOFTOP. TOLLWAYS TO LOWER THEIR
CHARGES, TOO.

2. ANY EXCESS ENERGY

FROM SOLAR IS 5. THE COST PER KWHR
EXPORTED TO THE GRID. OF ELECTRICITY WILL
GO DOWN GRADUALLY.
3. DUE TO THE FREE
ENERGY TO THE GRID,
IPPs WITH HIGH 6. MORE INVESTORS
OPERATING COSTS WILL WILL COME TO PUT
BE FORCED TO UP FACTORIES IN
RATIONALIZE & REDUCE OUR COUNTRY!
COSTS.
Every home rooftop is a large potential
collective area to tap the free energy from
the sun. If the 100 million population have
21 million homes in year 2015 (Source:
NSO) and say 10 million homes have at
least 500 watts solar capacity, this would be
equivalent to 5,000 MW capacity during
every sunny day, roughly 40 to 45% of the
present power demand of the entire
Philippine Grid.
EXPORT

KWHR METER
BUT WE NEED TO
ACT FAST!
Otherwise, our other ASEAN
neighbors may act faster and attract
the investments!
1.1 Fund Rooftops & Modify
Meters to Allow Free Exports
1.2 Negotiate Higher Rate
for Paid Exports, i.e. say
@PhP 5.50/ KWHR

Present Meralco Buying Rate

@Php 4.80/ KWHR
versus
Meralco Selling Rate
@Php 11+ / KWHR (Ave.)
1.3 Revise PEZA Law to Allow
Sales of PV Panels Locally

SOLAR PV PANELS
The Philippines is a host to SUNPOWER Solar Manufacturing
Company in Santa Rosa, Laguna
Founded 1985, purchased by Cypress Semiconductor in 2004, spun out
in 2008. SPWRA and SPWRB NASDAQ
HQs in San Jose, CA and Geneva, Switzerland
12 poly-silicon solar cell lines in the Philippines with a capacity of 314
MW/year, (but for exports only)
Expansion to 1 GW capacity in 2010
High efficiency cells: 21-23% (Most Efficient Commercial PV Panels)
Employees: 5,400

1.4 Encourage Gas Stations/
Stores/ Parking to Put up
Metered Charging Outlets
1.4.1 Encourage Gas Stations/
Stores/ Parking Facilities to Put
up Metered Charging Outlets
1.5 Review Incentives
Provided in R.A. 9513
(1) Income tax holiday;
(2) Duty-free importation of renewable
machinery, equipment, and materials;
(3) Special realty tax rates;
(4) Net operating loss carry-over;
(5) Corporate tax rate of 10%;
(6) Accelerated depreciation of plant, machinery,
and equipment;
(7) 0% value-added tax rate;
(8) Tax exemption on carbon credits; and
(9) Cash incentive for missionary electrification.
1.6 Launch Massive Public
Info Campaign

* TV
* RADIO AM & FM
* PRINT BROADSHEETS & TABLOIDS
* SOCIAL MEDIA FACEBOOK,
TWEETER, INSTAGRAM, ETC.
* SMS or TXT MESSAGES
* BILLBOARDS
* CAMPUS FORA
* AMONG OTHERS
2.0 - Expand Energy
Storage Capacities for
Solar Energy

Because there will be plenty of unlimited

energy harvest from the sun during any
regular sunny day through the millions of
solar rooftops, then we will need to put
up large energy storage capacities, like,
storage battery plants, pump-storage
hydro power plants, among others.
2.1 Expand Pump Storage Hydro
P/Ps (i.e. Kalayaan PSH P/P).
Priority is given to IPPs Using
Bunker Oil/ Coal (Fossil fuels,
except Gas from Malampaya)
2.2 Put Up Storage Battery
Plants. Priority is given to
IPPs Using Bunker Oil/ Coal
3.0 ENCOURAGE THE
PUBLIC TO MAXIMIZE THE
USE OF SOLAR ENERGY

NOT ONLY IS THE SUN ENERGY

FREE, CLEAN, LIMITLESS, EFFICIENT, CHEAP, SAVES YOU
MONEY, CAN EARN YOU MONEY, PERFECT FOR OUR
OVER 7,107 ISLANDS (NO NEED FOR SUBMARINE
LINES), REDUCES OUR DEPENDENCE ON FOREIGN
FUEL, AMONG OTHERS,
IT ALSO HELPS REDUCE GREENHOUSE GASES & CO2
EMMISSIONS, AND HELP REVERSE CLIMATE CHANGE.
3.1 Expand Use of Shuttle EVs/
Electric Cars/ Motorbikes
3.2 Encourage SMEs Powered by
Solar (c/o DTI)

SOME SAMPLES HOME BASED OR

BACKYARD ENTERPRISES THAT CAN BE
RUN FROM SOLAR ROOFTOPS:
1) ICE MAKING
2) ICE-CREAM MAKING
3) MEAT FOOD PROCESSING (W/ FREEZER)
4) LAUNDRY SERVICES
5) DC WELDING SHOP
6) ELECTRIC TRIKE TRANSPORT SERVICE
7) OTHERS
3.3 Negotiate for Use of Solar
Energy to Power Mass
Transits/LRTs/MRTs
The excess energy exported to
the grid by SOLAR SYSTEMS
could be used to subsidize the
power needs of our mass transit
systems. Or solar energy
exporters could be given credits
on their beep cards.
4.0 DEVELOP OTHER
RENEWABLE ENERGY SYSTEMS

4.1 Develop Ocean Wave/

Tidal Wave Power
5.0 STUDY THE ADOPTION OF
AN OIL PRICE STABILIZATION
FUND
