Countermeasures at Substations
In Japan, the following countermeasures at substations are being
considered in relation to the increasing use of renewable energy (*):

Nishi-Sendai Substation
Nishi-Sendai Substation from Tohoku Electric Power Co is located in the west side of
Sendai City, in Miyagi Prefecture in Japan.
The 40MW / 20MWh BESS was installed in order to verify that, by using a large-scale
battery, it is possible to effectively suppress the instability in the power supply
frequency due to variations in renewable energy. It is one of the large-scale battery
demonstration projects of the METI in the fiscal year 2012.
Construction started in November 2013. In operation since February 2015. Operation
will continue for the verification of the project until the end of 2018.

Results of the Demonstrative Project
The objective of this demonstrative project is to confirm that the
collaborative control between the thermal power plant and the BESS can
effectively suppress the frequency variations due to the fluctuations in the
PV solar and wind plants.
Initial results were presented in CIGRE 2016 Conference (August 21st
to 26th in Paris) with a communication describing the Battery Energy Storage
System at Tohoku EPCos Nishi-Sendai Substation.
During the BESS site acceptance tests the total round-trip efficiency
measured in the interconnection point (33 kV bus bar) was 86,2%, including all
the loses in the PCS, boosting transformers and auxiliary equipment (air
conditioned, etc.)
The collaborative control has demonstrated a good performance to control the
frequency. However, during the whole life of this project (until end of
year 2018) all the different control adjustments will be verified to
determine the optimal fit.
