Mitigation Initiatives in Bangladesh


Mitigation Initiatives in Bangladesh began with
the initiation of Initial and Second National
Communication under UNFCCC
GHG Inventory
Mitigation
(also adaptation)

Clean Development Mechanism


(CDM)
Bangladesh established her 2 tier DNA on 2005
So far DNA, Bangladesh approved 17 CDMP projects
12 CDM Projects has been registered at CDM
Executive Board
Projects undertaken are mainly on;
Energy efficiency

Kiln Efficiency Improvement


Solar Home System
Efficient Lighting Initiative of Bangladesh (ELIB)
Improved Cook stoves
Boiler efficiency improvement

Waste to Compost

Bilateral Offset Credit Mechanism/


Joint Credit Mechanism (JCM)
BOCM is Japans new initiatives to promote climate
change mitigation actions and sustainable development
under the partnership between developing countries and
Japan, through development and transfer of low carbon
technologies.
JCM is similar to that of CDM but simplified version;
In case of JCM up to maximum of 10% of the project
cost can be accessed as grant
90% as loan (with 1% interest rate) with 10 yrs
repayment period
Mostly Japanese energy efficient technology is involved
in the process

Bangladesh and Japan has already formed Joint
Committee for JCM/BOCM
Department of Environment, Ministry of
Environment and Forests, Bangladesh and
Ministry of Environment, Japan are representing
respective governments
Two meetings held;
1st meeting held in Dhaka
2nd meeting held in Japan

First project identified under JCM is GHG


emission reduction project research by
introducing high efficient weaving machine (loom)
in Bangladesh Air Jet loom of Toyota Tsusho

Mahin Group has installed around 200 air jet


looms; planning to install more looms shortly
100 unit saves 15900 tons of GHG/yr.
CB activity of host country participants will be
initiated.
IGES is also assisting Bangladesh to improve our
Capacity on BOCM
2 workshops is planned by IGES during the last
week of February for Public and Private Sector
stakeholders
OECC of Japan will also assist Bangladesh identify
our technological needs.

Nationally Appropriate Mitigation


Action (NAMA)
NAMAs refer to any action that reduces emissions
in developing countries and is prepared under the
umbrella of a national governmental initiative.
NAMAs are supported and enabled by
technology, financing, and capacity-building and
are aimed at achieving a reduction in emissions
relative to 'business as usual' emissions in 2020.
Department of Environment and a Danish
Company with the help of Danish Embassy took
the initiative to develop NAMA in Steel Sector.

Intended Nationally Determined


Contributions
pursuant to decision 1/CP.19, paragraph 2(b), to
communicate their intended nationally determined
contributions well in advance of the twenty-first
session of the Conference of the Parties, by the
first quarter of 2015 by those Parties ready to do
so, and, for Parties that are not ready by the first
quarter of 2015, as soon as possible thereafter
and not later than 31 August 2015
First consultation held during Nov 2014
Second Consultation will be held on the 25th of Jan
2015

CTCN and Bangladesh

The National Designated


Entity (NDE)
The COP has invited Parties to nominate
their NDEs for the development and
transfer of technologies, pursuant to
decisions 2/CP.17 and 14/CP.18.
NDE will serve as National Entities for the
development and transfer of technologies;
Act as focal points for interacting with
CTCN regarding request from developing
country Parties about their technology
needs;

So far globally there are 105 nominated NDEs
(as of 12 Jan 2015)
Department of Environment is the NDE in
Bangladesh
Director General, Department of Environment
is the Focal Point of the NDE
Focal Point shall send a Letter to all relevant
Agencies and Organizations about the
existence of the NDE and opportunities
created for technology transfer through CTCN

Request Incubator Programme


Request Incubator Programme of CTCN, to
accelerate our access to CTCN Technical Assistance;
under this programme CTCN shall:
o Provide advice and support related to our identified
technological needs;
o Facilitating the provision of information, training and
support programmes to build or strengthen our capacity;
and
o Facilitating prompt action on the deployment of existing
technology based on our identified needs.

Request Incubator Programme


After this workshop we expect to send the
application for the Request Incubator
Programme to CTCN
We are working on the NDE Team composition
Reviewing the Technology Needs Assessment
(TNA) that is already done by Bangladesh in
order for NDE to identify and concretize the
request for CTCN support
Organise national consultation with
stakeholders on possible requests for CTCN
support

Country Priority
We have few options to consider;
Identified Mitigation Options in SNC;
Identified several potential CDM projects in different
sectors;
We have prepared our technological needs
assessment (TNA);
Short Lived Climate Pollutants (SLCPs);
In the process of developing Intended Nationally
Determined contribution;
Todays CB Workshop on CTCN

All these shall contribute towards a


comprehensive list of required technologies,
country priorities
