The ECCE team will review all the areas that affect the Client GIS operation,
which include the following:

GIS Manpower

Description

GIS Governance

Review the mandates of the GIS organizational unit; its roles and
responsibilities, policies, procedures, its relationship to the other
organizational units within Client and any relationships that it may
have with outside parties such as the GIS Center.

GIS Strategic
Alignment

Review the alignment of the GIS units strategies and plan with the
Client business strategy and master plan and with the IT Strategy
and master plan.

GIS Data

Assess the quality of the GIS data; this includes the data produced
by Client and the data acquired from other parties. This will also
review the data acquisition mechanisms.

GIS Integration

Assess the integration of The GIS operation at the application,


data and infrastructure levels with the other business applications
and IT capabilities within Client.

GIS Applications

Assess the current GIS applications for satisfaction of current


requirements, suitability for future plans, ease of use, robustness,
and security.

GIS Infrastructure

Assess the GIS8 infrastructure in terms of capacity, future needs,


suitability to GIS applications, products and data, and compliance

Review issues related to the GIS manpower; such as organization


structure, job descriptions, quantity, qualifications, and required
training.

ECCEs Consultants will present a GIS Review Report that includes the

Review

Review the GIS setup from the point of view of the other
departments, particularly the beneficiaries of the GIS applications
and capabilities and the IT Department. The review will be
completed by capturing how top management views the GIS setup
and their expectations from it.

Pain Points

This section will outline areas that need to be urgently addressed


as they may represent a serious risk to Clients operations or are a
source for the drainage of money or effort.

Improvement
Areas

These are areas that can be improved at Client and should be


considered in the tactical and/or strategic GIS Plans

Improvement
Roadmap

This section will include the recommended improvement actions


for Client GIS and the proposed roadmap to implement them based
on the current situation of the Client GIS setup and the limitations
and constraints specified by Top Management

Way forward

This section will be prepared after discussing the findings with


Client top management and will include the recommended next

steps to jumpstart the Client GIS improvement journey and ensure

Description of the current status of the GIS organizational unit,


based on the review areas agreed upon with Client. The review
will provide high level description of the AS IS situation, and
highlight the strengths and challenges of the Client GIS setup.
