Introduction to Policing

1. Special Branch
The Special Branch or SB is the prime
intelligence agency of Bangladesh, being an
important agency in the Bangladeshi intelligence
community.
The chief of the SB has the rank of Additional
Inspector General (Addl IGP) (Grade - 1) who
comes from Bangladesh Police, and directly
reports to the Prime Minister of Bangladesh.
The agency has around 64 district based offices,
called District Special Branch (DSB) and also has
offices in many Upazilla/Thana areas.

2. Criminal Investigation Department

The Criminal Investigation Department (CID)


is a specialized wing of the Bangladesh Police. It
carries out investigations into crimes, including
terrorism, murders and organized crime.
It also gives forensic support. It is headquartered
in Malibagh, Dhaka and maintains a training
school named the Detective Training School.
Personnel attached to this wing essentially work in
plain clothes.

Counterfeiting coin or stamps, Forging Govt.
currency or promissory notes and uttering or being
in possession of the same. 4. Drugging or
Poisoning. 5. Swindling. 6. Murder for gain.
7. Insurance frauds of serious nature. 8.
Offence relating to drug abuses. 9. Kidnapping for
ransom. 10. Offence relating to antique smuggling.
11. Offence relating to deed forgery by
professional criminals. 12. Offence relating to
cheat by bogus appointment by professional
criminals. 13. Cases of bank frauds.

3. Armed Police Battalion (APBN)


Armed Police Battalion (APBN) launched its
journey in 1975 under The Armed Police
Battalion Ordinance 1979 [Ordinance No.xxv of
1979] and Armed Police Battalion rule-1991.
With an aim to maintain internal security, contain
armed gangs, recover illegal arms and explosives
and help police in maintaining law and order,
APBn has been formed to work under the structure
of police department.

Newly formed Battalion Headquarters of APBN


are being served under an Additional IGP. Under
these headquarters, there are 11 battalions of
APBN range while the Special Security and
Protection Battalion (SPBn) range has 2
battalions.
Their main function is to provide security of the
installations while the VVIP/VVIPS were staying
there.Other function of the force includes
providing special security to important persons,
serving as house guard, escorting vehicles and
conducting intelligence activities.

4. Railway Police
Prevention and detection of crime committed
against passengers traveling by train and their
properties and also maintenance of law and order
in the railway premises are the direct
responsibilities of the Railway Police.
The general duties of the staff and jurisdiction of
railway police have been enumerated in the Police
Regulation of Bengal 1943. The jurisdiction of the
Railway Police extends up to 10 feet.

5. Industrial Police
The vision of Industrial Police is to provide
a peaceful and secure working environment
in the industrial area.
To increase the production as well as to
develop our national economy for better
future of Bangladesh. The unit has started
its journey on the 31st October of 2010.

Headed by a DIG, the main bodies of the unit


are Director Administration and Director
Operation. Every police unit in every
industrial zone is controlled by a director
(equivalent to the rank of an SP).

6. Highway Police
The Highaway Police are one of the important and
significant units of the Bangladesh Police. This unit came
into bieng on 11 June 2005 which has been come into force
on 27 November of 2005. the Highway Police are
entrusted with the responsibilities to :

Maintain law and order situation on highway;


Investigate highway road accident case ;
Prevent highway crime ;
Collect and Disseminate of Intelligence ;
Patrol in highway ;
Recover drugs and narcotics ;
Recover illegal firearms ;
Arrest suspected persons ;

The unit is headed by a Deputy Inspector General (DIG)


of Bangladesh Police. It has four regions : Comilla
Region, Bogra Region, Madaripur Region and Gazipur
Region.
Currently, a tolal number of 2192 employees are
working in this unit.
There are 28 highway police station followed by 44
outposts. Inspector provides highway police service as
In-charge in the arena of a Highway Police Station
(thana) whereas Sergent/Sub-Inspector works as the
same in a comparatively small area namely Highway
outpost (Fari).

At present, a total length of 11806 square

7. Police Internal Oversight


Goals
To elevate the national Police force of
Bangladesh in the position of best force
within the South Asian Region in respect of
integrity, dependability, professionalism &
efficiency.
To cleanse police from corruption,
inefficiency & acquired political
intervention originated from corruption.

Internal Oversight is headed by an AIG at the


Police Headquarters and directly reports to the
IGP. Under the AIG there are two Addl. SPs, six
ASPs and staffs from different ranks working for
the PIO.
All the units of Bangladesh Police fall under the
surveillance of PIO. PIO agents are spread all over
the country under direct supervision of the PIO
unit located in Police Headquarters.
Even from the remotest places, intelligence is
being collected and reported on 24 hrs a day, 7
days a week and 365 days a year basis.

8. Police Bureau of Investigation(PBI)


PBI is the abbreviated form of Police Bureau of
Investigation. It is a newly created investigating
agency of Bangladesh Police. It will work only on
criminal intelligence and criminal investigation.
PBI has been created with a view to:
Improve the existing quality of investigation in
some scheduled criminal cases;
Reduce multifarious workload on thana police;
Ensure unrelenting investigation; Ensure
accessibility, integrity and neutrality.

9.Tourist Police

Tourist police, a distinctly new unit has been


instituted in Bangladesh Police on 6
November 2013 with the objective of
helping development of the tourism
industry by fascinating the foreign and the
local tourist, improving ecological
environment, preserving the culture and
heritage of Bangladesh and thereby
expediting the pace of its overall
development.

The unit has two divisions, it headed by a


DIG, as its Chief. Two divisions are one in
Chittagong and other in Dhaka. The area
fall under Chittagong division are
Chittagong, Hill tracts and Coxs bazar.
Dhaka, Sylhet and Kuakata comes under
Dhaka division.
