Membership
Guidelines

How to be a Member of CLEAN Inc.

1. Must be 18 years of age or above at


the time of his/her formal application
2. Must be of good reputation and must
not have been convicted in final
judgment of any cases involving
moralnot
turpitude

be engaged in any

activity that is contrary to law,


order or morals.

at least two (2) members of good

orientation seminar and PNP PCR

1. All applicants shall be evaluated by the


Membership Committee which includes a
personal interview with any two members of the
Committee
and the Chairman

CLEAN PHILS INC. and the PNP, a separate
background investigation shall be conducted by
the PNP through the R2 which will be eventually
the necessary

shall be endorsed to the Executive Board by the
Chairman of the Membership Committee with
the supporting documented recommendations.
The Executive Board, thereby, shall decide
whether to submit the same at the next General
Membership Meeting for the formal presentation
to the members.

4. In an unlikely event that any member shall


question the application of any prospective
member, the same shall communicate in writing
the reasons for such manner to the Membership
Committee within seven (7) days after the
formal presentation.

5. Should there be no objection or complain filed


by any member within the seven day period, the
application shall be deemed accepted after
which the applicant shall undergo a 90-day
probationary period wherein he shall have to
comply with the following requirements, to wit:
Check in during daily net calls
90%
Attendance to Regular GMM
100%
Participation in Club Projects/Operations
as required

Note: Applicants are not allowed to make early or


late check ins

Types of
Members

REGULAR MEMBER
is a bonafide member of the
organization, who has satisfied the
duties, responsibilities and obligation
of being such a member as imposed
upon him/her by the By-Laws of the
CLEAN INC.

ASSOCIATE MEMBER
is one who has just been accepted by
the group and will enjoy the rights
and privileges of a regular member
except the right to be voted upon

SUSTAINING MEMBER
may be applied for by an applicant
without undergoing the necessary
requirements provided for in Article
5, Section 2 of these guidelines. He
shall have the rights and privileges of
a regular member except the right to
be voted upon

AFFILIATE MEMBER
is automatically granted to spouse of
a regular and associate member
provided he/she complies with the
requirements on attendance to
Membership Orientation Seminar and
formal introduction during the
General Membership Meeting

JUNIOR MEMBER
is a special type of membership extended to the
children of regular, associate and sustaining
members provided that they complies with the
requirements on attendance to Membership
Orientation Seminar and formal introduction
during the GMM. Any Junior Member upon
reaching the age of 18 years old will
automatically enjoy the privilege of being
elevated to the Regular Membership status.
However, such change of status necessitates
application of all ruling appertaining to regular
members including payment of monthly dues. It
is in this case where such member is exempted
from paying the Membership Fee.

HONORARY MEMBER
any person who in the opinion of the Executive
Board, can further enhance, expedite, or improve
the capability of the Chapter in the attainment of
its objectives may be welcomed into the group as
Honorary Member. Such member, before the
final conferment of the Executive Board shall
conduct a thorough background investigation of
the subject with an optional requirement for a
formal endorsement from any one or two
members of the Executive Board. The Honorary
Member shall be exempted from the other
provisions of these guidelines. He/She shall have
the right and privileges of a regular member
except the right to vote and be voted upon

DUES AND FEES


A new member, before his/her induction as
an Associate Member, shall pay a
Membership Fee of PhP 2,500.00. A
Sustaining Member shall pay a Membership
Fee of PhP 4,000.00

PRESCRIBED POINT SYSTEM


Members will be evaluated quarterly
following a prescribed point system as
follows:
Daily Net Calls
2 points per net
GMM
10 points per meeting
Monthly Dues 5 points
Operations
as set by the OPCOM

PRESCRIBED POINT SYSTEM


Reclassification of membership shall be
based on the total points earned for the
quarter, to wit:
90% and higher
60% - 89% 59% and lower

to be upgraded
no change in status
to be downgraded

MAKE-UP POINT SYSTEM


Should a member fail to obtain the MUST
POINTS in order to retain its membership
status may be able to avail of a MAKE UP
POINTS through the participation in the
following activities:

SUSPENSION
Any member station shall be suspended upon the
recommendation of the Membership Committee
to the Executive Board who shall decide and
inform the concerned station in writing, stating
among others the reasons for the action given.
These shall include but not limited to:

1.Non-payment of membership dues


2.Non-compliance with the requirements of
check-ins and attendance to General Membership
meetings
3.Unethical and immoral behavior to the
detriment of the organization

EXPULSION AND
Any member may be investigated and disciplined by the Disciplinary
TERMINATION
Committee and approved by the Executive Board for unbecoming conduct or

for failure to abide by and obey other existing radio rules and regulations, or
for committing acts inimical to the interest of CLEAN INC., upon a written
charge, duly signed by at least three (3) regular members in good standing.
The charge shall specify the specific act or acts subject of complaint of and
the approximate date and time of the commission thereof.
The Executive Board upon receipt of the indictment shall immediately
convene a meeting in which the subject member shall be afforded the equal
opportunity to confront/cross examine its accusers and present evidence in
its behalf.
In case the decision is for reprimand or suspension, the decision of the
Executive Board shall be final and executory.
In the event that the decision is for the members expulsion, the Executive
Board shall submit its findings and recommendations to the General
Membership which shall have the exclusive authority to expel by a two-third
(2/3) vote if all regular members present at a meeting called for the
purpose. The imposition of those penalties shall be without prejudice to
whatever action the appropriate court might take.

BASICS IN THE OPERATIONS


1. The CONTROL or CONTROLLER is the CENTRAL
POINT of the OPERATIONS. He/she is responsible
in ensuring the frequency is CLEAR FOR
EMERGENCY CALLS.
2. The frequency should be CLEAR at all times.
When you need to engage on a longer
discussion, you are to switch to another
alternative frequency. This will allow the
frequency to receive emergency calls .
3. Wearing of prescribed uniform during Operations
4. Wearing / pinning of Operation ID
5. Designation of Operations Team Leader during
Events or Activities

PROTOCOL IN THE USE OF


FREQUENCY

1. Operating in a civic or commercial


frequency uses 10 Codes
2. Before breaking in, make sure that the
frequency is clear of traffic
3. Identify yourself with a standard
CONTROL then your CALLSIGN
4. When making emergency call, you may
use the BREAK BREAK Control..
5. After making a call and ending the
conversation, advice the CONTROL with
NO OTHER TRAFFIC, I WILL BE ON 10-8
/ 10-12

REPORTING AN EMERGENCY
CALL

1. Make sure you have the complete


information on the nature of emergency
call e.g. location, type of assistance needed
2. Assigned CONTROLLER should have the
CONTACT INFORMATION of relevant
agencies or entities police, fire, hospital,
rescue groups, RTA, etc.
3. The CONTROLLER should have on hand the
DIRECTORY OF MEMBERS with ZONING
Listings
