REGULATIONS OF THE PUBLIC OFFICERS (CONDUCT


AND DISCIPLINE) 1993 (AMENDMENT 2002)

Teachers - public servants who should comply with


ethics of civil servants in Code of Conduct.
The primary purpose of regulation = protect the image
of the government
Disciplinary action-must be followed to punish public
officials who violate the rules.

The rules included are as follows:

Must comply with the rules & disciplinary action may be imposed.
An officer is required to give an undertaking on Public Officers

RULE 4 (1)

Regulations Appointment, Promotion & Termination of Service.


An officer exercise disciplinary control over his subordinates and
take appropriate action on officer who violates any rules.

Officers who fail to do so shall be liable to disciplinary action.


Officers should always care & defend the national dignity; respect
& obedient to the law and strive to serve the country.

RULE 4 (2)

E.g. of violation: leaking government secrets.


An officer is not allowed to:

prioritize personal interest to public duty

be inefficient or having lack of effort

be dishonest

Education Act 1996


An extension and renewal of the Education Act 1961.
Purpose of the Education Act 1996 is for:
strengthening the national language as the main medium of
instruction.
using a standard evaluation and examination system.
Islamic Education is extended to Muslim students.
enhance technical education.
strengthening teacher training.

Person with Disabilities Act 2008


(OKU Act 2008)
Government = ensure that the welfare and well-being of
this group of people are being taken care of.
The ministry has targeted two areas; accessibility and
employment.
The Purpose of Person with Disabilities Act 2008
Persons with disabilities = those who have long term physical,
mental, intellectual or sensory impairments which may hinder
their full and effective participation in society.
Person with Disabilities Act 2008 is a law which protects the
rights of persons with disabilities.

Promote job opportunities and skills training for Persons
with Disabilities

Education Regulations (Special Education ) 1997


Special Education Programme is:
a programme held in a special school for students with vision disabilities or hearing disability.
an integrated program held in normal school - students with vision/hearing/learning disabilities
an inclusive education programme - special needs students are present with normal students.

Requirement To Attend Special Education Programme


All students with special needs have the ability to manage themselves.
For government & government-aided schools, special needs students are eligible to attend
except:
student with physical disability but has the mental ability to learn as normal student.
student with variety of disabilities/severe disabilities/mentally retarded.

A student with special needs need to be certified by a panel.

Curriculum
Teachers adapt T&L methodology, time, activities, subjects & teaching materials.
