Developed primarily to meet ENC requirement for an

Inflexible maintenance regime (freezing of editions)

Cannot support contemporary requirements

gridded bathymetry, time-varying information, etc

Data transfer mechanisms are limited

force until at least 2012

ECDIS equipment which are upgraded to use S-101
