ow IT helps Changi Airport to be smart APCS3

Airport Pass Computerised System 3 ( APCS3 ) includes system design, development, installation,
testing and commissioning of an access control and monitoring system for the Changi Airport
Buildings premises.
The Airport Pass Computerised System 3 ( APCS3 ) is a computerised access control management
system developed to assist Airport Police Division (APD) to produce Airport Security passes for
more than 50, 000 CAAS employees, policemen, contractors and visitors to access restrictive
areas in the Singapore Changi Airport.

The APCS3 is a robust access control system that operates on a 24x7x365 basis.
The system is designed to handle more than 100, 000 transaction daily without any single
point of failure.
Fast transaction process of < 5 sec is needed to facilitate the heavy human traffic flow within
the airport terminal. The security pass is a dual interface smart card with both fingerprint
templates and facial image encoded for off-card matching authentication process to tighten
security control.
APCS3 adheres strictly to the Smart Visa Identification Passport Lite ( SmartVIP Lite ) and
Intelligent Nation Biometric Access Controls ( INBAC ) standard. These standards, provide a
very stringent and secured smart card and biometric verification guidelines.
The standard set the criteria for verifying an individuals identity, and authentication to
identity fraud, tampering, counterfeiting, and terrorist exploitation electronically.
The SmartVIP complies to International Civil Aviation Organisation (ICAO) guideline for Logical
Data Structure for electronic machine readable travel documents that supports both passive
and active authentication mechanisms.
The SmartVIP Lite is the light-weight version of SmartVIP designed for applications that desire
for strong security but do not require the advanced functionalities and additional security
features of the full-fledged SmartVIP.

The complete system covers : Card enrolment stations for issuing of smart ID cards
Access control system with standalone, integrated smart card and fingerprint scanner
reader, with embedded application software for scanning and matching of biometric data
for door access
Backend application server for hosting of the application software and database
Under the airport security operation requirement, Advanced Encryption Standard ( AES )
have been adopted for the APCS3 system network communication, AES is a high
performance data encryption standard for the scrambling of data to protect its
confidentiality.
