This activity implements the following new MAP message:

UGL - Update GPRS Location: UGL is defined as a V3 MAP
message. It is used by the SGSN to update a GPRS
subscribers location information stored in the HLR.
The UGL Message Request contains:
IMSI
SGSN Number: ISDN number of the SGSN
SGSN Address: IP address of the SGSN
The UGL Message Response contains:
HLR Number: ISDN number of the HLR
Error: For unsuccessful updating, the error cause is returned
by the HLR
