INTRODUCTION
Tagged as the Heart of Bicol, Naga City has been
recognized as the religious, cultural, educational and
trading center of the whole Region 5. Situated in Naga
City are a variety of mercantile and also, some of the
significant places of Catholic worship.
Barlin St. has taken its name from a cleric, known
as the First Filipino Bishop, Jorge I. Barlin. It is
strategically located on Naga Citys main network of
business and transportation with some of the Citys
historical landmarks such as the Cuartel General of
the Guardia Civil in Camarines, currently the Naga City
Police Station; and the Holy Rosary Minor Seminary.

A pedestrian mall is defined by the Macmillan


Online Dictionary as a shopping area in a city or
town where vehicles are not allowed. It is where
the culture and commerce intersect allowing the
people to stroll around, shop and dine into a huge
social mass.
In relation to this, the proponents aim to make
Barlin St. a place of convergence of history,
culture and trade through the application of smart
architectural design concepts and solutions. Given
that Metropolitan Cathedral and the Central Business
District 1 are on Barlin St.s opposite ends makes it a
plausible subject for a pedestrian mall.

For the realization of the studys goal, the


proponents plan to: utilize sustainable
concepts such as the use of pavers,
rehabilitate the ancestral heritage of the
houses present on site; and create a place
that facets the Bicolanos strong sense of faith.
The proponents of this research hope to
execute its plans to compose another
breakthrough to benefit the people of the
city.

The street was named after the appointed First Filipino


Bishop, Jorge Imperial Barlin who was born on April 13, 1850 in
Baao, Camarines Sur. This is one of the streets of Brgy. Sta.

Cruz, Naga City, a part of the Central Business District I.


Currently, the street has commercial establishments like
hotels, bars, satellite market, factories, restaurants, and other
small stores and shops. Jeepneys load and unload passengers
on its adjoining arteries. The area also features ancestral
houses that few were converted into commercial edifice.
Presently the conditions of the street are equipped with poor
drainage system, low illumination lamp posts, and fading
asphalt road surface with varying widths of pavered sidewalks.

STATEMENT OF THE PROBLEM


This study is conducted to redesign the Barlin St.
into a walkable commercial environment that
features Bicolano ingenuity, ambiance and hospitality.
The study attempts to answer the following questions:
1. What are the Bicolano elements and character
that best fit the study area?
2. What is a probable design application that will
resolve the flooding on the area?
3. What sustainable concepts can be incorporated
to the district?
4. What are the facilities that need to be improved?

This proposal opts to renew the


present condition of Barlin St. into
an encouraging and customerappealing environment through
the
aid
of
the
gathered
information,
analysis,
and
evaluation of the solution to be
presented in this paper.
Moreover, the projected scheme
will benefit the following sectors:

new setting for strolling, shopping,
and dining with a Bicolano-culture
motivated atmosphere. Also, this
study will help the people be
oriented with the Bicolano norms
and customs.

The study area showed several concerns that
the proponents hope to resolve. These are
mainly
categorized
into:
aesthetics,
organization, and operation.
First, the aesthetics are issues concerning
the physical character and outlook of the
streets facet. Its specific concerns include: the
seemingly inappropriate lamp post design; the
scarcity of trees and landscaping across the
area; the uneven and varying widths if path
walks, and; the absence of overhang on the
buildings faade.

Second, the study areas organizations are


concerns about physical order and placement
of
buildings
elements
and
physical
systematic framework. The proponents find the
need to resolve the following: signage*; the
turmoil caused by the inappropriate and/or faulty
zoning of establishments on some of its area; the
lack of compliance of building owners of putting
setbacks; Barlin St.s artillery roads have been
utilized as loading and unloading areas, and; there
is also an adamant lack of Closed-circuit Television
(CCTV) that could have strengthen the citizens
security.

Lastly, the Barlin St.s operations are matters


that affect the quality of service and function
of the area to the public. It particularly enlist the
following problems: the fading asphalt coating
which is very apparent; an evident poor drainage
system that causes consequent flooding during
heavy rains; low lighting and illumination; the
palpable disorder of waste and sewage system
especially on the Public Market along the street;
the
lack
of
amenities;
the
uncompleted
monuments pavers that collect stagnant water;
the monuments maintenance, and; the absence
of curbs and ramps.

To eventually come up with the best solution and
to realize the research study, the researchers adopt a
variety of disposition, brought together tools and
techniques, formulated program of works and other
identified means.
The following are the identified process that will
be observed by the proponents throughout the
course of the study to eventually achieve the desired
result. It is a coherent order of thought and action
with identification of the problem as its first stage
and will eventually end to the completion of the
study.

for public situation monitoring, crime
deterrent, security and safety.

PROPOSED PROGRAMS

Bazaar- means a permanent enclosed merchandising area,


marketplace or street of shops where goods and services are
exchanged or sold. With this proposed program, it is an
opportunity to every businessman to increase their profits and
income thru endorsing their products to the customers. At the
same time, Piazza Barlin would be another venue to shop
affordable merchandise, to relax and to enjoy.
Exercise- it has many forms and routines of exercise to make
individual physically fit and healthy. In this proposal, a person
will not only become physically fit and healthy but also will be
familiarized to the Philippine ethnic music. The proponents
suggested adopting Yeba as the priority exercise. It is a newest
Pinoy dance-fitness workout the uses ethic sounds. With this,
Filipino traditional ethnic music like Manang Biday from Ilocos,
Sarung Banggi and Pantomina from Bicol and others will be
recognized and practiced as part of the culture of the society.

Grageda (2006), who sponsored the City Ordinance
No.2006-064, emphasizes the route of Public Utility Jeepneys
(PUJs) from Canaman and Magarao to Naga City or vice
versa. After entering the boundary at Bagumbayan Norte,
PUJs shall pass by Bagumbayan Street, proceed to Elias
Angeles St., then turn right to Arana St. then turn right to
Barlin St., turn right to Dimasalang St. and turn left to Elias
Angeles then proceed to the Integrated Northbound
Terminal.During Monday, Thursday and Fridays PUJs are
allowed to enter the CBD I (24hours) to unload passengers.
On other days not provided herein PUJs shall strictly observe
the prescribed time to unload passengers from 6:00 P.M. up to
the following morning but not beyond 8:00 A.M.

Based on Street Planning and Designers Handbook by Harris,


the study will be providing sidewalks with a minimum illumination
that allows pedestrians to detect obstacles, stay visually oriented,
and recognize faces from a distance of 13 feet, a minimum distance
that brings comfort with regard to normal social contact. For high
crime or activity areas, higher values may be considered. The
minimum distance of a streetlight from a tree is 25 feet (varies with
tree species).

WALKWAYS
Walkways should be kept as level as possible and provided with slip-resistant material
Whenever and wherever possible, walkways should be have a gradient no more than
1:20 0r 5%.
Walkways should have a maximum cross gradient 1:100
Walkways should have a minimum width of 1.20 meters
If possible, gratings should never be located along walkways; when occurring along
walkways, grating openings should have a maximum dimension of 13mm x 113mm
and shall not project more than 6.5mm above or below the level of the walkway.
Walkways should have a continuing surface without abrupt pitches in angle or
interruptions by cracks or breaks creating edges above 6.5 mm.
In lengthy or busy walkways, spaces should be provided at some point along the route
so that a wheelchair may pass another or turn around; theses spaces should have a
minimum dimension of 1.5 meters and should be spaced at a maximum distance of
12.00 meters between stops.
To guide the blind, walkways should as much as possible follow straight-forward routes
with right angle turns.
Where planting is provided adjacent to the walkway, regular maintenance is essential
to ensure branches of trees or shrubs do not overhang walkways or paths, as they
do not only present a particular danger to the blind, but they also reduce the
effective footway width available to pedestrians.
Walkway headroom should be less that 2.00m and should preferably be higher.
Passageways for the disabled should not be obstructed by street furniture, bollards,
sign posts or columns along the defined route, as they can be hazardous.

SPACE
1. Parallel parking
shall have a dimension of 2.15 by 6 m.
2. Parking spaces for the disabled should allow enough space for a
person to transfer to a wheelchair from a vehicle.
3. Accessible parking space should be located as close as possible
to building entrances or to accessible entrances.
4. Whenever and wherever possible, accessible parking spaces
should be perpendicular or to an angle to the road or circulation
aisles.
5. Accessible parking slots should have a minimum weight of
3.70m.
6. Provide dropped curbs or curb cut outs to the parking level
where access walkways are raised.
7. Pavement markings, signs or other means shall be provided to
delineate parking spaces for the handicapped
8. Parking spaces for the disabled should never be located at
ramped or sloping areas.
9. A walkway from accessible spaces of 1.20 m. clear width shall
be provided between the front ends of parked cars.

CONCLUSION
In general visualization, the proponents
come up to the best plan and design for the
redevelopment of the Barlin St. into a
Pedestrian Mall through the application of
the gathered data, researches, interviews
and surveys. Also, throughout the analysis
and conceptualization, the researchers are
able to create a design concept and
principles based on their intuition and
capability.

The proponents concluded the following:


Bicol Region is rich in many aspects that can show the
world its natural beauty and deep-rooted tradition and
customs. With this, the Bicolano elements and
character that best fit the study area are the following:
the image of the Patron Saint of Bicolandia Our Lady of
Nuestra Seora de Peafrancia; the siling labuyo, a known
primary ingredient for Bicol Express; and the pili nut,
considered as the finest delicacy of the region. Other
characters that are highly related to Bicol such as; the
renowned perfect cone Mayon Volcano, the Butanding of
Sorsogon and Pinangat/ Natong can be applied in this
study in a particular way
of designing. The earliest
building design in the Philippines, the use of wide
overhangs and balconies with detailed ornaments are also
implemented.

In addition, bamboo and stone materials such as


slate, pebbles and other earth and volcanic stone are
commonly used in building construction in the region.
Thus
these
construction
materials
can
be
incorporated to the researchers vernacular design
concept. Additional to these is the use of rattan and
abaca as design ornament.
Although the designs are based on the proponents
intuition, there is still a basis of designing. Design
applications are based on the National Building Code
of the Philippines (P.D. 1096), Batas Pambansa Bilang
344, Fire Code of the Philippines and Time Saver
Standards for Urban Design. All the stated policies are
from these references.

Pedestrian mall is intended for the people to


stroll around; indeed there are amenities to be
offered to the public. And these are the amenities
that need to be placed and/or improved: the
fountain, benches, waiting shed and parking area.
The proponents also proposed activities to add
and/or attract more consumers. These activities
are the Bazaar Day, Daily Workout Program and
other outreach agendum.

RECOMMENDATION
The proponents are highly recommended to
conduct surveys and other studies to the alteration of
the current street into a commercial walkable mall to
meet the standards and success of the stated
proposal. Also, further application of design concepts
and laws can be utilized to improve the sites
architectural appearance. Moreover, the researchers
may take a broader scope of redevelopment through
the inclusion and thorough analysis of the sites
sanitary system and canals to prevent linkages and
flooding.
It is also suggested to adopt the proposed design
standards for the unity and hierarchy of the new
development.
