originated paging type 1 messages sent by the RNC. These paging messages are
broadcast across either a single cell or a UTRAN registration area.

These KPI does not necessarily represent the UE perception of RRC connection success rate.
In case of Layer 3 failure, UE will retransmit RRC CONNECTION REQUEST message, as
defined by the parameters N300 and T300.
On the other side, if PRACH coverage is inadequate, the RNC may not even receive the RRC
CONNECTION REQUEST message. The UE attempt would then fail without the RNC having
any knowledge.
