1. Due to past and present sociopolitical -spiritual and economic
situation of our nation.
Described as the sick man of Asia
and Powder keg of the region
8th most corrupt nation (TI Philippines)
3.3+ T lost due to corruption
Total debt is 4.3 T, as of September 22,
2010
Investors ranked the judiciary the
worst in the region

The Act of taking advantage of


ones position in government to
gain money, property, etc.
Committed by government
officials and employees
Example : ghost employees,
falsification of time cards

What is Corruption?
Dishonest dealing or the abuse of public

power for private gain,


May be committed by government
officials and employees in conspiracy
with private citizens
Example: Unnecessary purchases, secret
commissions and/or kickbacks, bribery,
graft, embezzlement, fraud, extortion,
patronage, nepotism, cronyism

Corruption retards economic growth


by:
Increasing costs
Lowering productivity
Discouraging investment
Reducing confidence in public institutions
Limiting the development of small and
medium-sized enterprises,
Weakening systems of public financial
management
Undermining investments in health and
education

Corruption also increases poverty by:


Slowing economic growth
Skewing government expenditure in
favor of the rich and well-connected
Concentrating public investment in
unproductive projects
Promoting a more regressive tax system,
siphoning funds away from essential
public services

investment decisions of low-income

And reinforcing patterns of unequal
asset ownership and thereby limiting
the ability of the poor to borrow

major or severe burden (study on Investment
Climate by ADB and WB 2005)
A recent World Bank report pointing to

prolonged bureaucratic processes as one for


the key reasons for the countrys low foreign
investment rate
The survey showed 15 different procedures for
starting a business that would take an average
of 52 days to complete, with costs equivalent
to 29.8% of the per capita national gross
income

Meanwhile, there were 24 different


procedures for dealing with
construction permits that take over
200 days to complete and about 37
different procedures to enforce a
contract that take a whopping 842
days to implement
