CODE OF ETHICS OR CODE OF CONDUCT ?


They are often used interchangeably.
Actually, code of ethics are broader while the later is more specific to

person or company.
Codes of conduct are guidelines for specific groups of professionals to

help them to perform their roles safeguarding professional ethics.


Codes are based on five principles or cannons of ethics:

1- Integrity.
2- Competence.
3- Individual Responsibilities.
4- Professional Responsibilities.
5- Human Concerns.

Why is the Code of Ethics important to


engineers?

Adhering to the Code of Ethics, the


engineering profession will benefit in
promoting its reputation, credibility
and respect.
The result: the
engineering profession will maintain
its attractiveness as a rewarding and
respectable profession.

Limitations
1- Code of ethics documents are broad guidelines and have
element of vagueness (Health, Safety, Welfare).
2- Conflict in various codes. This will result in moral
dilemmas. (debatable)
3- They cannot serve as ultimate or final moral authority
for professional conduct.
4- The proliferation of codes of ethics for different
branches of engineering gives a feeling that ethical codes
are relative.

SHORT HISTORY OF IEM


-

The Institution of Engineers, Malaysia (IEM) is a professional


learned society serving more than 16000 members in Malaysia,
overseas and the communities in which they work.

- The story of the Institution of Engineers, Malaysia (IEM) begins


with the nation's independence. The Institution, born exactly 20
months after the independence - on May 1, 1959 and admitted
a member of the Commonwealth Engineers council in 1962.
Since then, it had a marked influence on the engineering
profession in the country.
- With an annual membership growth rate of 10 %, IEM is one of
the largest professional bodies in Malaysia.

LOCAL AND INTERNATIONAL AFFILIATIONS AND RECOGNITION

- Over the years, IEM has gained recognition not only locally but also
internationally.

- IEM is an active member of several International Engineering


Organizations. They include the World Federation of Engineering
Organizations (WFEO), Commonwealth Engineers Council (CEC),
Federation of Engineering Institutions of Southeast Asia and the Pacific
(FEISEAP), Association of Engineering Education of Southeast Asia
(AEESEA), Asean Federation of Engineering Organizations (AFEO).

- The Institution is also represented on various local committees and


organisations like Balai Iktisas Malaysia (BIM), Standards & Industrial
Research Institute of Malaysia (SIRIM), World Energy Organisation (WEO)
and many others.

MAJOR PROFESIONAL ENGINEERING BODIES IN MALAYSIA


The three major Professional Engineering bodies to which engineers may
be affiliated are:

1.

The Board of Engineers (BEM), which is a statutory body governed by


the Engineers Act 1967 and with which an Engineer must registered
before he/she can be employed or practice as an Engineer.

2.

The Institution of Engineers, Malaysia (IEM). which is a learned society


registered under the Societys Act. Membership is voluntary but the
professional standards set by IEM for membership are accepted by BEM
as qualifications for registration as a Professional Engineer (PE). Most PE
are IEM members.

3.

The Association of Consulting Engineers, Malaysia (ACEM), is a nonprofit organization comprising of Consulting Engineers. Its objective is to
promote the interest of Consulting Engineering as a profession.
All the three bodies have their own Code of Ethics designed too suit their
specific requirement according to the objectives of each body constituted.

IEMS VISION
The Institution of Engineers, Malaysia
aims to be the premier professional
organization
pivotal
to
Malaysia
achieving Vision 2020.

IEMS MISSION
IEM shall promote sound professional engineering
practice in support of the socio-economic
development objectives of the nation.
IEM shall service the needs and interests of its
members and the public and uphold the social
standing and image of the engineering profession.
IEM shall contribute towards nation building and
shall strive to enhance societys consciousness of
science, engineering and technology.

IEMS FUNCTIONS
IEM is a society established to promote
and advance the Science and Profession of
Engineering in any or all its disciplines
and to facilitate the exchange of
information and ideas related to
engineering.

IEMS OBJECTIVES
The objectives of The Institution as set out in the
Constitution shall include the following:a. To uphold meetings, exhibitions and visits, and
such other activities as The Institution may
deem incidental or conducive to the promotion
or attainment of the profession of engineering;
b. To raise the character and status and advance
the interests of the profession of engineering
and those engaged therein;

c. To promote honorable practice, and professional


etiquette among members of The Institution;
d. To communicate to members information on all
matters affecting the profession of engineering
and to print, publish, issue and circulate such
publications as may seem conducive to any of the
objectives of The Institution;

e. To do such other things as The Institution may


think incidental or conducive to the attainment
of the objectives of The Institution.

IEM code of Ethics


The Profession
1- An Engineer shall at all times uphold the
dignity, standing and reputation of the profession by
his behavior, actions and words.
2- Offer services, advice or undertake engineering
assignments only in areas of their competence.
3- Express opinions, make statements or give
evidence on the basis of the adequate knowledge.

With Colleagues
4- An Engineer shall not maliciously or
recklessly harm or attempt to harm whether
directly or otherwise the professional
reputation of another engineer, but shall
however foster the reputation of colleagues
for the advancement of the profession.

Towards Employers and Clients

5- An Engineer shall serve employers and


clients with honesty, loyalty and integrity in
conforming to the highest standards expected
of their respective community.
6- Apply their skills and knowledge in the
interest of their Employers & clients without
compromising the welfare, health & safety of
the community.

The Public (Responsibility to Society)


7- An Engineer in providing his services shall at all
times be governed by the paramount interest of the public, in
particular their welfare, health, safety and environment.
8- To act in order to merit the trust of the community
and membership.
9- Act with fairness, honesty and in good faith toward
all in the community .
10- Take all responsible steps to inform the community
about consequences of the actions and projects in which they
are involved.

Oneself

11- An Engineer shall maintain and enhance his


health and competency in subscribing to self and
continuing professional development.
