ROOM FOR TECHNICIANS

System Control Room & Its Objective


The main Objective of System control Room is to carry

out operations within the network in an organized way,


ensuring minimum outage to consumers.
To establish centralized control for all the operations
carried out by different internal or external agencies on
33KV and 11KV network
Load flow from 220/132 To 33/11 KV network
Better co-ordination between various User Dept.
working with network or affected due to outage on
network
Single point co-ordination between TPL and State
Transmission dept.

Monitoring Loading of network and Load shedding as per

requirement

Communication

Communication
Communication should be very clear in any case(Tripping,

any message received from site & also from customer,


Any Fatal & non fatal message).
If any information is received at S/S or from site then first
of all inform to Control room and then wait for further
instructions from control room.
If any major or in case of conductor b/d first switch off
the related equipment and then inform to control room
regarding the matter.

Transmission Scenario At Agra


Agra City is surrounded by following EHV Substations
1.

132 KV Agra Cantt.(1 X 63MVA,1 X 40 MVA)

2.

132 KV Bodla.(2 X 40MVA,1 X 20 MVA)

3.

132 KV Foundary Nagar.(1 X 63MVA, 1 X40MVA)

4.

132 KV Taj.(3 X 40MVA)

5.

132 KV Shamshabad.(2 X 40 MVA)

6.

220 KV Sikandra.(1 X 63 MVA,1 X 40 MVA)

Fondarynagar,Taj and Shamshabad are fed by 400 KV Pillipokhar


Agra Cantt and Bodla are fed by 220 KV Sikandra.

TPL
Agra Urban is fetched by 38nos.,33KV feeders

emanating from above mentioned EHV Substations.


There are 40nos. 33/11KV Substations having 196nos.
11KV feeders.
There are a total of 14nos. 33KV HT Consumers and
322nos. 11KV HT Consumers.

Reasons for Load Shedding


UPTCL
Due to overloading of Power Transformers.
Due to overloading of 132 KV lines.

Due to Temperature rise of Power Transformers.


Due to orders from Lucknow Control Room.

Due to Maintenance work at EHV Sub stations.

Due to Power Transformer overload.
Due to Power Transformer temperature rise.
Due to extra demand for load shedding from transmission.

Reasons for Unsch. Load Shedding


When Scheduled load shedding becomes insufficient

for providing relief against overloading at transmission


then unscheduled load shedding is done .
Adverse climatic conditions are the major cause.
For avoiding shedding of feeder under load shedding .
For giving relief to transmission in case of transient

overloading conditions.

Line Permit and Lock Out Tag Out


System

Concept of Line Permit


Line permit is basically the clearance granted by System Control Room to Site

Engineer for carrying out work at any part of the system.


Only System Control Room is authorized to issue line permits to have close

control over the system and to maintain highest level of safety for one or all
the agencies working on the line
It is mandatory to take line permit before carrying out any kind of work on

any live or dead apparatus.


Line Permit is shutdown of a particular apparatus for carrying out work on

line
Line permit acts as safety check for the person working on site.
Apparatus under line permit cannot be energized without cancellation of line

permit from system control room.


It helps in record keeping of the information regarding work carried out on

particular apparatus.

Process Of Line Permit


Line Permit is the Clearance for working on the Equipment

given by System Control Room


Site Engineer present at site calls System Control Room for
shutdown of a particular apparatus.
For issuing line permit Line permit Software is now being used
by control room.
Following data is asked from shutdown taking engineer by
control room:1.

Apparatus name
Substation name
Pole number where working or nearest pole number if working on LT
network.
Job to be carried out during shutdown.
Duration for which apparatus will be under outage.
Employee Id and name of the engineer who is being issued line permit.

After filling all these details obtained in the software a unique line permit code

is generated.
This code is a number consisting of 13 to 15 digits.
This code number is given to site engineer and simultaneously to sub station

operator present at substation .


Site engineer calls Substation where sub station operator after confirming the

permit number obtained from system control room gives shutdown to the
respective apparatus to site engineer.
After completing work on the apparatus under shutdown site engineer calls

control room and asks for cancellation of line permit , after doing so he also
informs sub station operator and cancels his line permit there too.
Control room after ensuring that no other line permit is present on the

apparatus gives clearance to sub station operator for energizing the apparatus.

Line Permit Number


It is a unique number having 13 to 15 digits.
Considering Permit no.250910210096101.
First 6 digits consist of date in the format

ddmmyy(250910).
Next 6 digits consist of the unique asset code assigned

to each apparatus present in network.(210096)


Last digit is daily serial number.(101)

LOTO System
Stands for lock out & Tag out
Not to be closed board is to be posted on each

equipment which is isolated and lock out tag out done by


the concerned site engineer.
Following are the equipment where lock out & Tag out to
be placed
1.3.1. 33 KV Main I/C Isolator(If work done in switch yard &
33 KV Line)
1.3.2. TPM of power transformer (Work only Power
transformer)
1.3.2. Main 11 KV I/C (Work on 11 KV bus & Breaker.)
1.3.3. 11 KV outgoing feeder ( Work on outgoing feeder)

TRIPPING & Breakdown

When relay present in the circuit senses fault current

or abnormal condition, it trips the circuit breaker and


thus isolates faulty part of the system from healthy
system .This is called Tripping.
97% tripping in the system are of transient nature.
Only 3%of total tripping are due to permanent fault in
the system.

Process Followed during Tripping


Whenever any tripping occurs in system it is reported

by sub station operator immediately to control room


with proper information i.e. relay and load.
System Control Room asks sub station operator to
wait until next instruction and simultaneously informs
customer call centre about the tripping.
In case of normal tripping(without any jerk or no
message received ),after 10 minutes if no message is
received from call centre or sub station operator a
trial for the feeder is taken.

In case of abnormal tripping (tripping with jerk), or in

case some message is received from customer call


centre or from sub station operator then no trial for
the feeder is taken until clearance is obtained from
the patrolling engineer, patrolling the line.
If the feeder does not get restored after trial then it is
considered to be under Breakdown and respective
department is issued memo regarding patrolling of
line.
Patrolling engineer with breakdown team rectifies
fault from the line and feeder is restored after
clearance from site engineer in consent with SSO.

SDB UPDATION

System Diagram Book is a collection of single line

diagrams of 33KV,11 KV overheads,33/11kv S/S and


EHV S/S. It also contains data regarding HT consumers,
DTC and other necessary data.
SDB updation is a very important task managed by
System Control Room.
Every change in the HV/EHV network is reported to
System Control Room by site engineer from site.
This change in written is given to System Control
Room for further changes in the main SDB.
Each change received is given unique change number.

System control room makes changes in the online

available SDB.
Any change in the network is readily updated on the
link

Fresh corrected pages of SDB are readily available
on the above said link.
It is advisable for every engineer to keep his SDB
updated.

Steps being taken for reducing outage


Transmission capacity augmentation by laying new

132KV S/S .
Load transfer of overloaded 33 KV and 11 KV feeders.
Improved protection system .
Carrying out preventive maintenance at prospective
fault points.
It is avoided to disrupt a whole feeder for attending
complaints before and after one hour of load shedding
if it is not an emergency.

Priority is be given to maximum restoration of supply in

case of breakdowns by isolating faulty part quickly.


Capital and maintenance jobs are done only during
roasting or scheduled shutdowns.
Improvement in LT network is required.
