State Employment Mission

Initiative by ETET Deptt., Govt. Of Odisha


State Employment Mission is conducting various Skill
Development Training Programmes ( approx 65 sectors and
numerous trades) with a view to create Employment / Wage
Employment / Self Employment opportunities for the
unemployed youth specifically under qualified people of the
state .

State Initiative
To give emphasis to employment and training, Government of Odisha formed a

new department Employment & Technical Education and Training(ETET).


State Government has taken a major initiative in setting up of a High Power

body Odisha State Employment Mission(OSEM) under the Chairmanship of


Honble Chief Minister in the year 2005-06 to rip the demographic dividend by
imparting skill development training programme through PLTP scheme.
Make assessment of the trained manpower by Assessing bodies recognised by

RDAT (Regional Directorate of Apprenticeship Training)


Provide NCVT(National Council on Vocational Training) certificate to Trained

Candidates after completion of assessment by assessing bodies.

Objective

Application does

Odisha State Employment Mission Project aims at bringing speed and


transparency into the system .

It makes the process easy starting from Registration of Candidates,


registration of PIAs(Project Implementing Agency), training,
assessment, verification and placement .

It also saves exchequer from paying incentive to Training Providers for


unscrupulous candidates by preventing duplicate Candidate

How it helps to government

Advertises the objective of OSEM through the portal to capture lower


qualified youths online across the State and impart skill development
training programme.

Sends notification to all stakeholders through email/SMS/Portal

Easy monitoring on finger tips through online monitoring system.

Check spurious and duplicate candidates saving a lot of public money

Provides various kinds of reports for MIS which helps govt. in


monitoring and evaluation.

OSEM can change various parameters like max days allowed for PIA to
add new candidate to a batch , Batch locking period. etc..

How it helps to training provider (PIA)

PIA can register themselves on line and get approval of OSEM for
training and placement activities.

PIA can add training program, training centres and trainers.

Training centres are provided with Login Credentials so as to share the


workload of PIA. Training Centre can register candidates after
contacting them.

PIA can upload/register the mobilized candidates information to the


portal for counseling , batch creation etc.

PIA can counsel the online registered candidates.

Training Centre can update Bio-metric attendance of candidates through


the portal

PIA can notify candidate/Training Centre or other individual through


email/SMS.

Training centre can also upload attendance of candidates off line in case
of internet connectivity failure

PIA can fulfill the batch strength by adding and dropping the candidates
within 7 days from the date of batch commencement.

PIA can register online and update their profile at any point of time

PIA can request for advancement of batch closure in case of any


unplanned holidays.

Various PIA centric MIS report facilities like Training Centre-wise


report, Batch wise report, Placement report, etc. can be generated

Unemployed Youths can get information of various training programme


available and other related information from the website.

Unemployed Youths can register online by his own or can contact DEO
(District Employment Officer at Employment Exchanges)/PIA concerned or
Common Service Centres.

After registration of candidate online, receives auto notification through


SMS/e-mail for any batch creation by the training center and trade, making
candidate up-to-date.

This prevents any possible discrimination by PIA.

Mission statistics can be viewed by anyone online.

Unemployed Youths can modify his/her preferences in case of any arising


situation demanding so.

Challenges in deployment of the


project
Under-development and low penetration of ICT in rural and
backward areas
Lack of awareness amongst the youth regarding the benefits
from the program organized by the Government.
Users (Government Officials) engaged in e-Nijukti were not
technologically that much competent enough to handle such a
citizen centric online portal.

Different types of MIS used by different depts.
Different code standard and process flow adopted by different

i.e. In Panchayati Raj Department database fathers name of
candidate is not captured for providing training
but it is one of the logic for duplicate candidate checking in eNijukti portal
BPL card is compulsory for PR Dept. but it is not in case of eNijukti

The main focus is on the Database Management of huge
data (Big Data) and accessing data by all class of people
i.e. persons with disabilities(PwDs). The management of Big
data is of major concern. Therefore, a proper data analytics
is essential for overall socio economic development of the
State.
Government of India and Odisha sponsors various Skill
Development Programs and funds for imparting training to job
seekers in lower qualified range i.e. electrician, Mali, driver, data
entry operator and many more.
With the project trainee from BIT, Meshra, Ranchi planning to
use data analytics to forecast the requirement of various skilled
manpower s of different categories for requirement of jobs,
formation of industry in the state.

e-Nijukti- Odisha State Employment Mission Project bags eIndia Award - 2014

Report by Odisha Diary bureau, Bhubaneswar: e-Nijukti - online capturing of unemployed youths, impart skill development training and provide jobs by
Odisha State Employment Mission got the prestigious eIndia Awards-2014 at Thiruvananthpuram , the capital city of Kerala.
With the proactive leadership of Dr Chandra Sekhar Kumar, IAS, Commissioner-cum-Secretary, Employment and Technical Education and Training Department
this initiative is taken with National Informatics Centre(NIC) as knowledge partner to increase the job opportunity and skill development through use of Information
and Communication Technology(ICT). This online system (www.empmissionodisha.gov.in) plays a pivotal role for instituting effective e-Governance
and essentially bridges the gap between government and citizens. Lower qualified youths are captured online through this system, imparted skill development
training and given certificate after online verification by assessing bodies and finally suitably absorbed by job providers.
In a three day conference from 14th to 16th November held at Thiruvananthpuram, Kerala, the award was received by Dr Chandra Sekhar Kumar, IAS
Commissioner-Cum-Secretary, ETET department and Dr R N Behera, Sr. Technical Director, NIC Odisha.
Various dignitaries present in the award ceremony were IT and Industry Minister , Government of Kerala, IT and other Secretaries of Different States, Head
NASCOM Mr Chandrasekhar, Industry bodies, Sr Police Officers, Vice Chancellors of Different Universities.
