INTRODUCTION

Road Transport Department of Malaysia


(RTD)

Established in April 1946.
Coordinate all aspects of transportation across the country.
Responsibilities of RTD according to Act 333 under Road Transport Act
1987:-
1) To provide for the regulation of motor vehicles and traffic on the
streets and other matters with respect to streets and vehicles
2) To provide for the protection of third parties against risks arising from
the use of motor vehicles
3) To provide for the coordination and control of the means and facilities
for transport
4) To provide for the coordination and control of the means and facilities
for the construction and adaptation of motor vehicles

OBJECTIVES
To establish and regulate the registration and licensing of motor
vehicles in a systematic, reliable and innovative manner.
Establish and administer the road transport law with the
commitment to produce competent, law abiding and prudent
drivers of motor vehicles.
To enforce and administer the road transport law with integrity
and commitment to create a society that has a culture of
adherence to the rules of the road.
To monitor and administer motor vehicle safety standards with
efficiency and integrity to meet the needs of the environment
and the country's automotive industry.

DRIVING CURRICULUM
EFFECTIVE ?
Total vehicles involved in road accidents increased 66% from 555,634
vehicles in 2003 to 921,232 vehicles in 2012

Total number of road accidents had increased 55% from 298,653 in
2003 to 462,423 in 2012

Total death from road accidents also shows an increased with 6,286
deaths in 2003 to 6,917 deaths in 2012

Average of 19 fatalities daily (2012)

PIAM paid out RM3.68 billion in 2012 for bodily injury and property
damage due to road accidents in 2012

Malaysia was ranked 22nd from 185 countries with 24.8 death per
100,000 populations.
NEW DRIVERS EDUCATION CURRICULUM
Current driving curriculum is inadequate to provide proper safety driving
training and knowledge to participants.

The current driving curriculum only provides theoretical driving knowledge
and basic driving skills without equipping participant on area such as
accident avoidance and driving etiquette.

MIROS had provided feedback to RTD in designing a new drivers
education curriculum

MIROS proposed that new driving curriculum must educate participants on
three elements:
i. cognitive
ii. affective
iii. psychomotor assessment

NEW DRIVERS EDUCATION CURRICULUM
Cognitive refers to basic knowledge of the vehicle

Affective is the ability to assess and appreciate values as a
driver

Psychomotor refers to the skill to do something beyond than
just to park a vehicle

NEW DRIVERS EDUCATIONCURRICULUM
The implementation of the new Drivers Education Curriculum
has been postponed

Some of the changes are:
i. upgrades of teaching materials
ii. longer teaching hours
iii. more one-to-one teaching approach
iv. the reduction of instructor to participants
ratio to 1:13 from current 1:20

New DEC is expected to double current participants
fee to RM1,200 to RM1,600
DEFENSIVE DRIVING PROGRAMME
The best method to reduce road accident is through preventive initiatives

Suggest to implement full-fledged defensive driving program as
implemented in US

Among the scope of learning are dealing with defensive driving, financial
responsibility and accident reporting.

In defensive driving skills, participants are taught:
i. Searching and eye scanning while you drive
ii. Assessing and identifying hazards
iii. Watching out for factors which cause the most
crashes

DEFENSIVE DRIVING PROGRAMME
In financial responsibility skills, participants are taught:
i. Importance of valid financial responsibility in driving
ii. Legal implication of financial responsibility

In accident reporting, participants are taught:
i. How to respond in event of road accident
ii. Your rights as driver when involved in road accidents



DEFENSIVE DRIVING PROGRAMME
The Defensive Driving Program usually consists of:
i. Access to online training system
ii. classroom sessions
iii. 1 in-car session
Participants will be required to sit for a driving test guided by an instructor
and upon completion, participants will be issued a certificate.

Defensive driving program has been proven to successfully reduce road
accidents where USA road accident death in 2012 is 10.7 deaths per 100,000
populations compared to 23.6 deaths in Malaysia
