Nagar Panchayat Hospital was a part of the local

civil administration

The objectives of the Nagar Panchayat
Hospital were:
To provide domiciliary medical support to
the residents of the township, including the
slum dwellers around the town.
To provide immunization services under the
maternal and child health programme.
To undertake preventive programmes for
checking outbursts of epidemics.
revenue were through fees and donations

the hospital received revenues from
dispensing medicines through its pharmacy
and
from conducting pathological tests in its
laboratory

The CMO was in
charge of the day-to-day operations
hospital had seen
significant progress in terms of its physical
infrastructure and operations

the healthcare
facilities in the township had significantly
improved.
This was one of the reasons why the
Panchayat administration did not devote
much
attention to the hospital
It had significantly increased from an
average of 10 per cent of the Panchayat's total
revenue receipts in the first six years
The surplus made by the
hospital was entering into the general pool of
the Panchayat

non-health related activities of
the Panchayat were being cross-subsidized by
the hospital

Panchayat had made
significant investments in the construction of a
water tank, a community hall, and in the purchase
of a water tanker and some other equipment,
but none in the health sector
Strengths: the hospital was a strong source of
income

weakness: The surplus income was not alloted by
the commitee

Opportunities: If the the funds were alloted
efficiently the healthcare sector would prosper.

Threats: Corrupt officials could hamper the
proper allotment and functioning of the
commitee
The problem was that when the hospital
received a surplus because of its services, the
surplus income was not alloted to the healthcare
sector.

The other problem we have identified is that the
CMO,the comittee incharge of the healthcare
division did not have the authority to allot the
funds to healthcare.

The solution we have come up with is that a new
committee should be established which is
incharge of healthcare and it alone should be
responsible for all the workings and revenue
received.


Since healthcare is one of the basic and vital
services offered by the panchayat,it should
be given upmost importance and preference.

The surplus gained by the healthcare sector
should be used to further develop and
modernize the current healthcare services.

The people involved and or part of the
commitee should have sufficient know how
and experience in the field of healthcare.
