Swap from NSN BTS to Huawei BTS by cluster, and using existing TX
Install Huawei MW parallel link, and build the parallel chain
Network cutover to Huawei MW parallel chain
Dismantle NSN service rack and MW
2. MW->BTS
Install Huawei MW parallel link, and build the parallel chain
