Relations between CP and CM

Cultural management (micro organizational management) of cultural life and development of culture on institutional or particular project level based on cultural policy Cultural policy (macro and mezo organizational management) of cultural life and cultural development of certain territory (state, region, city, town, village)

Why CM is based on CP

Legal framework and ratified international documents obligatory for all Vision of community development on particular territory where institution operate (specific long term goals and objectives for specific territory) Special needs or problems of certain society or groups within a society living on particular territory Concrete potentials of certain territory (institutional, human, financial, spatial and other recourses)

About cultural policy


Two dimension: Public policy as practical activities Science as study of public policies

Cultural policy as a public policy

Authoritative government action based on legislative, political and financial authority A reaction to real needs or problems of society or groups within society Goal-oriented (seeks to achieve elaborated long term and short term objectives and goals)

Governments authority

Political power based on elections Legislative legal framework obligatory for all (constitution, laws, strategies, international agreements, conventions etc) Financial financing from public funds, budgetary funding, awards, scholarships

Governments bodies

National & City Assembly parliaments Ministries & Secretariats - Government National & Cities Councils (for arts, culture, education etc) consultative or arms length bodies National agencies (media, privatization etc) National Corporations (for tourism etc)

Exam paper: what to do

task: design policy proposal for decision makers (ministers or national councils members) in only one chosen country goal: recommend which policy instruments to use and action to take for better achievement of elaborated cultural policy objectives/goals/priorities related to the chosen issue

Analyze current situation: what are the cultural policy

objectives and principles, legal competences, key organizations, activities, programs and projects related to the chosen issue; compare 2 EU with 2 none EU countries) Identify the problem and policy options: where the problem is in correlation CP objectives activities related to the chosen issue outcomes; what are the possible policy alternatives in solving the specific problem Design proposal for decision makers: what is recommended action, which public policy instruments to use in government action, which ministries, bodies and public authorities are involved in implementation of recommended action

Steps in analyzing situation and identifying the problem

Read relevant international documents Research internet locations - compendium www.culturalpolicies.net - other web sites: ministries of culture, councils of culture, specific cultural institutions, organizations and others Compare 2 EU with 2 non EU countries (similarities and differences related with the chosen issue) Identify existing problems in one country Design policy proposals for only one chosen country

Introduction

explain the goals and methodology, which countries (EU, non EU) are analyzed and why, what are the CP goals, objectives and principles of every analyzed country related to the issue, for which country you will design proposal and why, what are the key words and international documents related to the chosen issue

Presentation of the Issue

Describe current situation related to the issue in every country. Explain how specific programs, projects and activities contribute to the realization of the CP goals and objectives related to the issue.

Comparative analysis

Describe similarities and differences between the countries. Assess the extent to which objectives have been achieved in every country and which country has achieved the best results.

Scope of the Problem

Define the problem that requires action in only one country. Explain why is that important?

Conclusion and recommendations

Assess whether it is possible to implement the best practical solutions from other analized countries in a country that you chose. Recommend solutions for better achievement. What is the proposed course of action? Which policy instruments you recommend? To whom the proposal is addressed for? Which government bodies are involved in required action?
