OWNER:

means company or body which owns or operates or maintains electrical plants and lines.

Regulation-3:

Supplier or owner shall

Depute DESIGNATED person for the purpose to operate and carry out work on electrical lines. Maintain register where the name and purpose of DESIGINATED person shall be entered.

No

person shall be DESIGNATED unless he possesses certificate of competency and his name is entered in the register.

Regulation

-4:

Inspection of designated officer and other safety items by Electrical Inspector.

Regulation-5:

Electrical safety officer. All suppliers of electricity and factories registered under factory act 1948, where more than 250KW of electrical load is connected shall designate a person for observance of safety provisions and for inspection, ensuring testing and keeping records. The qualification of this person: BE+ 10 /Diploma+15 (O&M electrical plants)

Regulation-6

& 7: Operation and maintenance of power plants & transmission & distribution system
Supervisor: At least Diploma + Training under schedule-I&II. Technician: At least two year ITI course + Training under schedule-I&II. Syllabus and time of training

Regulation-8,9,10:

Records & inspection , Deposit of maps & deposit of printed copies


Keeping records of map, plans, sections, related to supply and transmission These are to be produced before electrical inspector for inspection.

Regulation-11:

Plan of area of supply to be made & kept open for inspection.


Plan of area of supply depicting alignment and in case of underground works, approx depth, location etc in electronic formats. Plan to be corrected every year. Old plans to be converted into electronic formats with in three years. GPS mapping to be done within five years. Plans free of cost to electrical inspector while on fee basis to any applicant.

Regulation-12:

Safety requirements of construction, installation, protection, operation & maintenance.

SUFFICIENT Fault current, insulation, mechanical strength of equipments - construction, installation strength to ensure safety of human, animals & property. Material and apparatus shall conform to relevant specifications of Bureau of Indian standards

Regulation-13

& 14: Service lines and apparatus & Switchgears on consumers premises.

SUPPLIER - Healthiness of equipments on consumers premises is to be ensured.

Supplier shall provide suitable switchgear for each service line within the consumers premises.

Regulation-15:Identification of earthed and earthed neutral conductors and position of switchgear therein.
Earthed conductor to be distinguished from live conductors. NO link or switch in earthed conductor except when switch isolates live and neutral conductors simultaneously.

Regulation-16:Earthed terminal at consumers premises

Suitable earthed terminal to be provided by supplier at the point of commencement of supply. For installations of above 250 Volts, consumer in addition to the supplier earth terminal shall provide independent earthed electrode for own earthing.

Regulation-17:

Bare conductors are not accessible. Provision of accessible position switches for rendering them dead whenever necessary.

Regulation-18:Danger

Regulation-19:

Handling of electrical supply lines and apparatus.


Disconnecting the supply and discharging. DESIGNATED person with safety gears. Insulating mats complying with IS-15652:2006. Panel shall be painted with description of its identification

Regulation-20:Supply

to vehicles and cranes.

In case external supply is given to the moving vehicle it is to be ensured that a control switch shall disconnect the voltage in one operation. If moving vehicle is running on rails, these rails shall be electrically continuous and be earthed

Regulation-21:

Cables for portable

apparatus.

Insulated and protected from mechanical injury.

Regulation-22:

Cables protected by bituminous material.


Insulation and protection through SITU (producing noxious and explosive gases on heating) has been discontinued.

Regulation-23:

Street boxes.

Provision of covers and doors and locks. Prevent influx of gas or water.

Regulation-24

& 25: Distinction of different circuits & Installations having more than one feeds.

Different circuits & installations with more than one feed are readily distinguishable from one another by means of indication of permanent nature.

Regulation-26: Accidental Charging.


Ensuring no accidental charging to a voltage beyond the limits intended for. Ensure that the AC & DC circuits installed on same box do not come in the contact with each other.

Regulation-27: Protective equipments.


Fire buckets with dry sand & fire extinguishers at substations and switching stations at convenient location. Fire extinguishers to be tested every year & record maintained. First aid boxes. One person trained in first aid treatment shall be available during all working hours. At least two gas masks or more for 5MVA substations to be used in event of fire or smoke. & Adequate no. for below the 5MVA capacity.

Regulation-28:

Display of instruction for resuscitation of person suffering from electrical shock.


Instruction in Hindi or English & in local language of district. Designated persons are acquainted with and are competent to apply these instructions. Artificial respirator at every station with voltage exceeding 650V.

Regulation-29: Alteration and repairs.

No alteration, additions to existing installations except by electrical contractor licensed in this behalf by state govt. The work executed for or on behalf of central govt. Or in any other case, centre govt. or state govt can exempt these conditions by notifications in official gazette . Every installation above 650 volts - to be tested and inspected at an interval of every 5 years either by supplier or electrical inspector. When supplier is directed by central govt or state govt. to inspect , report is to be submitted to Electrical Inspector. Schedule IV Form I,II,III (Standard formats)

Regulation-30: Periodical inspection and testing of installations.

Regulation-31:

Testing of consumer

installations.

New connection or reconnecting of supply after six months , the supplier shall either test the installation himself or accept the test results signed by licensed electrical contractor.

Regulation-32:

Installation and testing of generating units.


Generating units of capacity shall be inspected by Electrical Inspector before commissioning.

Regulation-33

& 34: Precautions against

leakage.

All equipments shall have IR value as specified in IS standards. For < 650 Volts installations -500V megger-one minute-1 Mega ohms. For > 650 Volts & < 33KV installations- 2.5 KV megger -1 minutre-5 Mega ohms. Electrical Inspector can direct get the installation tested and consumer shall have to facilitate it.

Regulation-35:

Supply and use of electricity.

Control gear to carry and break the current shall be placed near point of commencement of supply. For < 650 Volts Fuse or circuit breaker. For > 650 V -33KV installations- Fuse or CB but (11KV-1000KVA & 33KV-2500KVA) else CB. >33 KV- CB. Every transformer of capacity 1000kVA shall be provided with CB or linked fuse on primary side and secondary side. All motors shall be prided with linked fuse or CB or emergency tripping device

Regulation-36:

Supply and use of electricity in building more than 15 meters in height.


Elec. Insp. discretion of Govt.- Voltage and Capacity. Isolating device at the commencement of supply at a height not more than 1.7 meters. No other service pipes and cables shall be taken along the ducts provided for laying power cables. Fire barriers at each floor crossing.

Regulation-37:

Installations of voltage exceeding 250 Volts.

All metal works other than conductors to be earthed. Clear space of 1 meter in front of switchboard. Back space less than 20cm or more than 750 cm.(75 cm clear passage of height 1.8 meters)

Regulation-38:

Appeal to Electrical Inspector.

If supplier declines to commence the supply on the grounds that the installation is defective, the consumer may appeal to electrical inspector to test the installation. EIG clears -24 hours supply commencement.

Regulation-39:

Precautions against failure of supply and notice of failures.


Supplier shall take reasonable efforts to avoid accidental interruption of supply and avoid danger to public and DESIGNATED person. Failure of supply as per the nature decided by electrical inspector may be communicated to him. Standard Form given in schedule-IV

Regulation-40:

Test of resistance of

insulation.

No reconnection without insulation resistance measurement.

Regulation-41:

Connection with earth.

Neutral of 3 Ph 4 Wire and earth of 2 Ph 3 wire shall be earthed with two separate distinct connections with min of two different electrodes. Interconnection of earth electrodes. Armour of cables shall be earthed at two distinct points. No earth connection with the aid of water pipes.

Regulation-41: Contd....
Frame of Transformer, generator, motor shall be earthed at two distinct points. 3 pin type sockets with 3rd pin earthed. All earthing system shall withstand corrosion and retain electrical continuity during life of installation. The electrode and mesh shall carry fault current without rise of temperature. All earthing shall be tested once every year on the driest day.

Regulation-42: Earth leakage protective devices

Other than voltage 250 Volts and load below 5 KW shall be controlled by earth leakage protective devices.

Regulation-43: Approval by electrical inspector.


Voltage above which electrical installation is to be inspected is to be notified by Appropriate Govt. Installation exceeding 650Volts who makes addition or alteration supply connection Electrical Inspector approval.

Regulation-44: use of electricity at voltage exceeding 650V.

Regulation-44: Contd.... Safe working clearance: is the minimum clearance to be maintained between the live part of the equipment on one hand and earth or another piece of equipment or conductor on which it is necessary to carry out the work , on the other hand. The apparatus with more than 2000 litres of oil not to be installed in basement where oil drainage can not be provided. More than 2000 litres of transformers baffle wall with four hour fire rating if adequate clearance is not available. More than 9000 litres soak pit with arrangement of drainage and extinguishing of fire in case of ignition. Only dry type transformers be used inside the residential and commercial buildings. More than 10MVA capacity transformers. Fire fighting system as per IS 3034 or nitrogen injection fire protection system.

Regulation-44: Contd.... Substation in basement: Room shall necessary be in first basement. 2 hour fire rated doors and shall be kept closed. Cable sealing of Pr. And Sec. Side of transformers at all floor and wall openings to be of 2 hour ratings. FRLS cables of two hour rating to be used. More than 10MVA capacity transformers. Fire fighting system as per IS 3034 or nitrogen injection fire protection system.

All apparatus shall be protected against lightening and for voltages above 220KV, against switching surges.

Regulation-45: Interlocks and protection.

Interlocks

Isolator and circuit breaker. Isolator and earth switch. Interlock to avoid paralleling if supplies are not intended to be parallel. Inter tripping between HV and LV side in case of paralleling of transformers. All doors giving access to live parts shall be interlocked so that that access is possible only after making live part dead and earth.

Protection

50/51,50n/51n,PRV, OTI, WTI for >1000KVA Transformers >10 MVA- 87T, >132 KV 87B, LLB Grid substation : disturbance recorder and event logging. Distance protection and carrier communication protection at 400KV level.

Regulation-46: Testing , operation and maintenance.

If required by inspector , Manufacturers test reports for routine tests before approval by electrical inspector. Site test reports for new apparatus or apparatus disconnected for more than six months. Records of all tests and tripping to be maintained for future comparisons. Failures of transformers of capacity more than 20MVA to be reported to CEA with reasons with in 48 days. Standard Format in schedule IX

Regulation-47: Protection against leakage in cables

Armour/sheaths shall be continues and connected with earth.

All metallic and non current carrying parts to be connected to mat:

to limit step and touch potential. Protective devices remain effective.

Neutral of star connected devices to be earthed with two separate connections.

Regulation-49:

Conditions as to transform and control electricity.


Fencing of not less than 1.8 meter height.

Laying of cables

power cable of voltage >33KV be laid at a minimum depth of 1.2 m. Separation between power cable> 33KV and communication line shall be 0.6 meters.

Nothing

in this chapter shall apply to electricity used for public carriage of passengers, animals, or goods on , or lighting or ventilation of the rolling stock of any railway or tramway subject to the provision of railway act.

Regulation-116:

Deviations

State govt or centre govt may written order give deviation to these regulations except regulation30. Electrical inspector by order in writing can allow deviations in respect of matters referred in regulation as specified in the clause
