The

heart of the Assessment Tools Development Process is the preparation of the practical projects which will enable the assessor to determine whether or not the candidate has the competence/s required by the qualification, especially on the CORE COMPETENCIES

The Practical project for a qualification assessment may consist of 1 or more projects which will include the competencies covered by the Assessment Tool.
A project may cover various competencies that can enable the candidate to demonstrate his skills, knowledge and proper work attitude.

While

it is necessary that all competencies must be observed during assessment, the cost including time duration must be seriously considered in the development of the project.

When

the qualification involves competencies which have related skills and knowledge, we may choose to develop project on the most complicated competence, since fulfilling this would mean that the other competencies downstream can also be achieved. However, for competency-based assessment, this would not be a good model. the project, we should choose materials which are readily available and with the lowest possible cost, without necessarily sacrificing the quality of the assessment process. We should ask the question, 'Is using these materials not affecting the skills requirements of the job?'

In

The size and configuration of the project must be properly managed, such that only the important components showing the competencies measured must be present, but still the project must use the standard sizes of the materials as used in industry. Design of the projects where measurements would allow for recycling of materials must be pursued. Project must be developed to simulate the actual practice in industry and not what has been usually done in the training laboratory or workshop. Working drawings and measurements must be clearly prepared, using Auto CAD or similar software.

Some example consideration in the development of Practical Projects A. Project using the most complicated competence Example: Assessment in Welding Level II ( Philippines)
Competencies 1. Welding Carbon Steel Plates ( SMAW) Elements 1. Fillet welding in 1F, 2F, 3F, 4F 2. Groove weld: 1G, 2G, 3G, 4G Lap & T joints 1. Groove weld: 1G, 2G, 3G, 4G, 5G, 6G

2. Welding Carbon Steel Pipes (SMAW)

Recommended procedure: 1. Group related competencies with similar skills & knowledge requirements 2. Determine the most complicated competence as basis for the project.

B. Project development Progressive type by qualification level.

Level III Level II

Level I

A. Observation by the Assessor on the following: 1. Work procedures 2. Machine operations 3. Identification & use of materials 4. Proper use of hand or power tools 5. Observation of Safety ( If any of these is observed to be defective or risky, the Assessor verifies the knowledge of the candidate in the above aspects, by asking questions . This is the role of the oral questioning part of the practical task assessment. If the answers are unsatisfactory, the assessment should stop.) B. Measurements of the quality of finished product . A rating sheet must be used to compare the finished product to the specifications in the drawing and in the test package. Tolerance must be observed.

AUTOMOTIVE BODY REPAIR L II Practical Project Sample

PROJECT A , Time = 2 hours

A. Perform panel repairs (beating and split, metal finishing incorporating filler and plastic)
Situation: A car has a damage due to an accident on the middle portion of the front right side of the door panel. The owner requested for a repair, and a possible alignment be carried out. You are required to carry out body repair according to workshop standard procedures and operational safety. Write down on the worksheet the list of tools, equipment, supplies and materials you will use in this project.

Note: In this project a typical situation is depicted in the service center, where the assigned mechanic has to request from the stock room, the tools and materials he needs to repair a car of a customer.

If this is not properly done by the candidate in this worksheet, the assessor can conclude that he does not possess the competences covered in the assessment, because he does not know what tools and materials to be used.
The worksheet is a document which is prepared by the candidate to assist him in the performance of the core competence required in the project and is included in the some Assessment Tool package. This could be Materials & Tools requisition forms, or Accounting worksheets required by the Accounting Assessment Tool.

Observation on the quality of the finished product is recorded in the Rating Sheet . Here, the assessor compares the measurements of the project output to the specifications indicated in the Assessment Tool Drawing. Tolerances are given on various measurements, and the actual project data must be measured within these limits.

The results gathered from the worksheets and Rating Sheets, including the candidates responses to some verification questions of the Assessor are the basis for the ratings in the Observation Checklist
