This might be true for new bands. But what about refarming (GSM to LTE) in the 1800MHz band. Operators may have spare capacity in this band. Network sharing options (national roaming, RAN sharing, wholesale operators,...) Generally frequency bands which are used already by other operators should be preferred, as there is a risk of too much fragmentation of the frequency landscape with the consequence of missing device availability for niche bands
